Concern are looking for talented people with a relevant technical skillset who are committed to long-term service in the humanitarian / development sector who can demonstrate an outstanding ability to adapt to difficult circumstances, remain positive, motivated and productive.
In this placement the EU Aid Volunteer will support the development, implementation and documentation of a Graduation programme in Malawi which involves several innovative aspects, and to help embed the model in Concern's resilient livelihoods programme.

Description
Concern Worldwide has been working in Malawi since 2002, supporting the poorest and most marginalized to build resilient livelihoods and to lead healthy and productive lives. Since then Concern has been implementing programs on: resilient livelihoods; gender equality, Gender Based Violence and education; health and nutrition including community management of acute malnutrition. Concern is also implementing an emergency response to the drought as a result of the El Nino weather phenomenon which caused devastating crop failure in much of the country, leaving an estimated 5 – 8.4 million people in need of assistance. Concern is providing emergency assistance through a cash transfer response as well as early recovery support for livelihoods and strengthening resilience to the impact of shocks.
Concern is currently operational in four districts in Malawi; Nsanje, Mchinji, Nkhotakota and Lilongwe and is shortly due to commence a School-Related Gender Based Violence programme in Phalombe district and a livelihoods programme in Mangochi district. Overall the security context in Malawi remains stable and generally creates an enabling environment for effective programme implementation.
Tasks
Whilst on apprenticeship in Concern Headquarters Dublin
- To develop a strong understanding of Concern's approach to and experience of Graduation programming, based on our concept of extreme poverty.
- To support the Social Protection & Graduation Advisor in the development of guidance material for field offices, in the area of social protection and graduation.
- To support the production of relevant programme, advocacy and communication materials.
- Develop capacity and understanding of cash transfers and their role in programming.
- Develop a good understanding of the EU Aid Volunteer competency framework
- Develop a good understanding of Concern’s values and ways of working
- Design an EU Aid Volunteer communication project plan for implementation throughout the course of the apprenticeship and deployment period.
Whilst deployed in Malawi
- To develop a strong understanding of the field level context for graduation programming in Concern's areas of operation.
- To understand the design of Concern's Livelihoods & Resilience programming in Malawi and how graduation can be a part of this.
- To deliver awareness and training sessions to relevant staff and partners on what is meant by graduation & social protection, and current key trends in thinking about these approaches across Africa in particular.
- To help develop, test and implement tools for designing, implementing and monitoring our graduation approach in Malawi.
- To document our experiences with the introduction of a graduation model in Malawi.
- To help define an advocacy agenda for Concern, including by researching and documenting key issues related to graduation & social protection.
- To contribute to briefings, reports and presentations as required.
- To support monitoring and evaluation of the graduation programme and ensure consistent application of appropriate tools in the field.
- To support the production of relevant programme, advocacy and communication materials.

Required competences

Selection criteria
Essential:
- Masters level graduate in Development, Social Policy or related field
- A minimum of 2 years relevant experience in Social Protection, Humanitarian Response (including working with cash transfers) and / or Livelihoods & Resilience programming in a developing country or humanitarian setting.
- Excellent spoken and written English
- Spoken and written French to a minimum B2 level on the Common European Framework of References for Languages
Desirable:
- Proven ability to analyze complex information and proven track record in producing clear advocacy and communication materials
- Proven experience of designing and implementing an innovative communications project
- Capacity building and facilitation skills and experience in the delivery of training programmes.
Condition of service
Learning Opportunities:
An exciting and structured learning and development plan will be developed for each EU Aid Volunteer. This will include; self-assessment, structured learning and development plan reviews, on line learning, peer to peer support, a two week EU run workshop and networking and learning opportunities across consortium. EU Aid Volunteers will also have an assigned Mentor for the entirety of their volunteer placement with Concern. This is combined with line management in country from an experienced humanitarian professional.

EU Aid Volunteers Training Centre
Please note that the final stage of the recruitment process for this position will be a mandatory ten day training. The training will take place in either October or November 2016, in Pisa, Italy. Candidates who are shortlisted will need to be available to attend the mandatory training. In preparation for this the selected candidates will be required to undertake 30 hours of e learning prior to attending the face to face training. Costs for travel and accommodation to attend this stage in the recruitment process will be provided. The final selection will then take place after the successful completion of the online and face to face training.
Candidates are required to be able to start the apprenticeship for this position in November 2016.

EU Aid Volunteers will be able to attend a resettlement course when finishing their placement with Concern. They will also be expected to present on their experience as an EU Aid Volunteer at an external event at the end of their placement.
