Land O'Lakes International Development is seeking candidates for the Monitoring and Evaluation (M&E) Manager position for an anticipated USAID-funded Feed the Future Mozambique Climate Smart Agriculture activity – Beira Corridor. The five-year project will focus on promoting improved agricultural practices among smallholders to increase their productivity, profitability and resilience to climate change. The targeted value chains will include cowpea, pigeon pea, sesame, soy, groundnut, common bean, and banana. Activity interventions will promote climate smart agricultural techniques and technologies to farmers and farmer groups in the Beira Corridor region, and work closely with key agricultural value chain stakeholders to improve productivity, strengthen resiliency and reduce the negative greenhouse effects of farming.

Position Summary:
Based in the Beira corridor, the M&E Manager will lead Collaborating, Learning and Adapting (CLA) activities for the project. S/he will make operational decisions and manage the various components of the program dealing with M&E, will oversee data collection efforts and ensure both the M&E system and results reporting meet all donor requirements. S/he will lead a system for continuous communication, and demonstrate an ability to take critical inputs, feedback, and assessments from donor representatives to inform changes in program approaches and scale-up. S/he shall ensure that these and other program components are results-oriented. This individual will have a major focus on achieving results in all areas assuring that team members are poised to deliver services on schedule.

Required Skills & Qualifications:
• Master’s Degree that includes use of quantitative research methods;
• Previous project experience working with the Feed the Future monitoring and evaluation system;
• Experience designing and overseeing M&E data collection and reporting for agriculture/food security projects. USAID or other international donor experience preferred;
• Demonstrated ability to implement, operationalize, and manage information collection and assessment systems;
• Demonstrated ability to create and manage information data bases using appropriate software applications;
• Ability to work in team environment and work with and train non-direct reports to implement programs;
• Strong writing, reporting, and presentational skills; and
• English written and spoken fluency.

Desired Skills & Qualifications:
• 5 years of experience or more managing the monitoring and evaluation component of donor-funded projects. Additional years of experience can be substituted for education;
• Familiarity with gender issues in monitoring and evaluation and an understanding of the Women’s Empowerment in Agriculture Index (WEAI) are a plus; and
• Portuguese fluency.
