Program Manager/Economist – Trade, Regional Integration and Private Sector Development

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to Malawi's mission is to support Malawi and its population effectively in its development ambitions; notably, eradicating poverty, achieving economic growth, integrating its economy into the world economy and becoming a mature and well governed democracy, while taking into account the interests of the European Union.
We offer a post of Program Manager/Economist – Trade, Regional Integration and Private Sector Development attached to the "Economics and Public Affairs" Section of the Delegation, under the authority of the Head of Delegation and the Team Leader, the Program Manager/Economist overall purpose is preparation and execution of the development cooperation activities in the areas of trade, regional integration and private sector development.
This key post within the Economic and Public Affairs Section of the EU Delegation requires a dynamic and committed individual who has a sound understanding of trade related issues, regional integration and private sector development in Malawi. S/he will need to be able to work effectively as a team member of the Economic and Public Affairs Section principally on trade issues as well as to contribute, if required, in the broader economic and trade and public affairs responsibilities of the section.
Main Functions and duties: 
  • Ensure efficient management and implementation of development co-operation in the areas of economic development, trade and private sector development.
  • Contribute to the development of closer trade relations between the EU and Malawi, monitor the commercial relationships between the EU and Malawi and the evolution of trade and regional integration related issues, taking account of the evolution of the Economic Partnership Agreement (EPA) negotiations.
  • Monitor the country's trade developments and situation in relation to EU Trade Policy, mainly through maintaining relations with Trade and Private Sector Development partners and ensuring knowledge of EU Trade tools and facilities, establishing strong partnership with the EU regional trade focal point network.
  • Liaise and network with other agencies to continually monitor trade, regional integration and private sector development policies in Malawi and report on changes and their significance.
  • To contribute to coordination and harmonisation of trade related and private sector support activities with other Government of Malawi/donor funded programmes, promoting alignment with the country's development strategy.
  • To contribute to the preparation of any relevant internal reports, in particular the Annual External Assistance Management Reports (EAMR) or the Annual Management Plan (AMP).
  • To give visibility to assistance in the context of the Community's external relations and provide colleagues with all relevant data and information on the development and situation of Malawi's trade policies and private sector development.
Qualifications: 
  • Master's degree in international trade, economics or business administration. Any relevant post-degree training will be considered as an advantage.
Experience and knowledge: 
  • A minimum of 3 years of relevant post-degree work experience are required, preferably in the area of development cooperation.
  • Excellent oral and written communications skills in English are required, as well as good presentational skills and knowledge of Word and Excel.
  • Knowledge of EU procedures in project management will be an added value.
Abilities and skills: 
  • The candidate must have experience in working in a team as well as with working in a multicultural environment
  • Excellent ability to build positive working relationships with staff, colleagues, senior management, local authorities and representatives of member states.
  • Excellent ability to set priorities, analyse needs and convert those into plans and action as well as effective time management
Personality: 
  • Evident commitment to development cooperation.
  • Good resilience, showing drive and determination in the pursuit of goals, even when faced with difficulties and when working under pressure.
  • Initiative and a creative approach to problem solving.

Short listed candidates will be invited to interviews and may be asked to sit a written test. Salary will depend on number of years of relevant experience. The vacancy is for a permanent contract.
