PROCUREMENT OF CONSULTANCY SERVICES

INVITATION FOR PROPOSALS FOR PROJECT TECHNICAL ADVISOR FOR THE LOCAL GOVERNANCE PROGRAMME ON ACCELERATING INCLUSIVE LOCAL GOVERNANCE AND PARTICIPATORY DEMOCRACY FOR EFFECTIVE SOCIO ECONOMIC DEVELOPMENT
1.0. INTRODUCTION
The Ministry of Local Government and Rural Development has received funds from Irish Aid and intends to apply part of the proceeds towards the cost of procuring consultancy services. The Ministry in collaboration with development partners have developed a Programme Support Document (PSD) for Accelerating Inclusive Local Governance and Participatory Democracy for Effective Socio-economic Development The PSD harmonises all the Ministry policy documents, reviews and studies conducted recently by integrating all priorities identified documents into a concrete high priority set of activities and investments to improve the well-being of all Malawian, in both rural and urban areas.
The Ministry now intends to engage an individual consultant, with adequate experience and proper track record to work as a Technical Advisor for the project.
2.0. PURPOSE FOR THE APPOINTMENT OF THE TECHNICAL ADVISOR
The purpose for the appointment of the Technical Advisor is to provide Technical and financial advice including coordination of the implementation of the Programme.
3.0. KEY ROLES AND RESPONSIBILITIES OF THE TECHNICAL ADVISOR:
The Technical Advisor shall be expected to undertake the strategic responsibilities appended below in the implementation of the Programme
  • She/he shall be accountable to both the Secretary of Local Government and Rural Development and the Country Director for Irish Aid,
  • She/he shall be a direct liaison officer between the Ministry of Local Government and Rural Development and Irish Aid;
  • Undertaking an advisory role on all technical and financial matters relating to the coordination of the responsible implementing entities,
  • Ensure that activities are being implemented as planned in the Annual Work Plans and Budgets and are on schedule;
  • Identify any constraints, issues or problem areas and advise on appropriate action.
4.0. QUALIFICATIONS AND EXPERIENCE
The Technical Advisor must satisfy the following qualifications.
  • Possession of at least Masters Degree in Economics, Public Administration, Development Studies, Rural Development plus relevant professional experiences;
  • The person must be a proven leader with sound administrative and managerial skills and be able to manage and coordinate the operational activities of a medium term programme;
  • Substantial experience of managing complex projects or programmes with multiple stakeholders;
  • Preferably not less than 8 years of experience at senior management level and working within a Local Governance discipline;
  • Understanding of the workings of the Malawi Government, decentralization and any other Local Governance disciplines,
  • Solid experience in the execution of capacity development initiatives both at the national and district levels;
  • Excellent communication skills for report writing and presentation.
5.0. TIMEFRAME
The appointment period for a Technical Advisor is for 5 years with an initial contract period of 12 months. The appointment shall be extended subject to annual satisfactory performance
The Consultant shall be expected to be 100% available for 2 working days within a week.
6.0. BID COLLECTION AND SUBMISSION
Interested eligible bidders may obtain Request for Proposal document from the Procurement Unit, Room 25 at the address given below from 08:00 hours to 12:00 noon; 13:00 hours to 15:00 hours local time from Monday to Friday, (except on national public holidays). Technical and Financial Proposals in separate sealed envelopes, appropriately marked “Consultancy for Technical Advisor” should be deposited in a Tender Box at the Ministry of Local Government and Rural Development not later than 15:00 hours on 19th July, 2017.

ii. Submission
The Request for Proposals will be registered with the Procurement Unit, Room 25 and then deposited in the tender box at the Ministry’s Reception, not later than 15:00 hours. on 19th July, 2017.

Request for Proposals will be opened in public on 19th July, 2017 at 15:00 hours in the Ministry’s Conference Room. Late proposals shall not be accepted. The Ministry is not obliged to accept the lowest proposal.
