Environmental and Social Performance (ESP) Director


The Government of Malawi established the Millennium Challenge Account – Malawi (MCA-Malawi) to oversee, manage, and implement multiple projects aimed at stimulating economic growth and reducing poverty in Malawi. These projects are funded by the Millennium Challenge Corporation (MCC), a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people.

Countries that meet MCC’s rigorous selection criteria and propose an economically sound program that specifically addresses the country’s key growth constraints may enter into a Millennium Challenge Compact with MCC. In April 2011, MCC agreed to a US$350.7 million Compact focused on revitalizing the electrical power sector in Malawi.

MCA-Malawi is currently seeking an Environmental and Social Performance Director to manage all activities related to the assessment of environmental and social issues related to the Compact program, which is being implemented over a five (5) year-period after entry into force (from 20 September 2013 to 19th September 2018).

Assignment and Background Information
  • On behalf of MCA-Malawi, manage all activities related to the assessment of environmental and social risks, the monitoring of environmental and social compliance and the implementation of environmental and social mitigation measures across the Compact program.
  • Identify potential environmental and social risks related to Compact projects and activities, lead the conceptualization and development of mitigation measures, and ensure that all related bidding documents incorporate appropriate requirements for implementing such mitigation measures, including measures pertaining to environmental management, land acquisition and resettlement, protection of cultural resources, public health and safety, HIV/AIDS, and other relevant issues.
  • Coordinate technical inputs to all Environmental Social Management Plans (ESMPs), Health and Safety Management Plans (HSMPs), and Resettlement Action Plans (RAPs) that may be required in conjunction with Compact projects and activities. Take all steps necessary to ensure that findings from the Environmental Social Impact Assessments (ESI As), Resettlement Policy Frameworks (RPFs), and site-specific RAPs are incorporated into the design of each project or activity, working in close collaboration with MCA-Malawi staff, contractors and relevant Government counterparts.
  • Oversee the implementation of existing ESMPs and HSMPs to ensure that the works adhere to the mitigations and monitoring evaluation requirements. Review and provide technical input to Method Statements in accordance to work requirements to ensure that the Environmental, Health and Safety measures are consistent with the approved ESMPs, HSMPs and Department of Environmental Affair’s permits.
  • Lead MCA-Malawi’s efforts to ensure that Compact projects and activities comply with all relevant MCC standards and guidelines, the environmental laws and regulations of Malawi, and the International Finance Corporation (IFC) Performance Standards by, among other things, visiting implementation sites and reviewing implementation reports to ensure compliance.
  • Provide strategic guidance and support to contractors and consultants in relation to any environmental and social issues associated with the Compact projects and activities.
  • Build, maintain and effectively leverage relationships with the Ministry of Environment and other Government entities for the benefit of MCA-Malawi.
  • Serve as the main point of contact between MCA-Malawi and parties who may be negatively impacted by Compact projects and activities; review comments, concerns and complaints from these projects-affected parties; and recommend actions to resolve problems.
  • Coordinate closely with the MCA-Malawi’s Social and Gender Assessment Director to ensure that gender analyses are fully integrated into social mitigation activities and that gender issues are mainstreamed into all activities and contracts in accordance with MCC Gender Policy.
  • Supervise an Environmental and Natural Resource Management Manager and a Resettlement Specialist, to ensure proper oversight of implementation of all activities.
  • Oversee the Environment and Natural Resource Management (ENRM) planning activity designed to address watershed and land management issues in the Shire River Basin, including support to the establishment of an Environmental Trust Facility intended to provide sustainable funding for these activities post-Compact.
  • Provide technical input and oversight to the associated weed harvesting and silt management activities, including ensuring that sediment and weed disposal adheres to MCC and GOM standards.
  • Provide clear updates and reports on the progress of implementation to MCA-
    Malawi’s management team and other relevant staff within MCA-Malawi and to MCC, as necessary for effective project management.
  • Assist in organizing and managing periodic public consultations,
  • Serve as the main point of contact between MCA-Malawi and MCC’s Environment and Social Performance team, and prepare reports and provide information from to time, as needed to keep MCC well informed of progress, issues and risks.
  • From time to time, represent MCA-Malawi in meetings with other donors and to public forums with respect to environmental and social performance issues.
  • Other tasks and responsibilities as requested by the CEO or Deputy CEO.
Required Qualifications/Experience:
  • Advanced degree in natural or social science, environmental planning, environmental management, environmental engineering, natural resource management or similar discipline.
  • Extensive familiarity with environmental policies, standards and guidelines used by international donors. Familiarity with World Bank Operational Policy (OP) 4.12 and/ or the IFC Performance Standards is preferred, particularly IFC Performance Standard 1 (related to the assessment and management of environmental and social risks and impacts), IFC Performance Standard 4 (related to community health, safety, and security), and/or IFC Performance Standard 5 (related to land acquisition and involuntary resettlement). Approximately twelve (12) or more years of professional experience in a related field, including approximately five (5) years of demonstrated experience managing, preparing, overseeing, and/or reviewing environmental and social impact assessments for energy projects, and/or projects of similar nature.
  • Prior experience working on projects funded by international organizations.
  • Demonstrated ability to interact constructively and effectively with technical and construction experts, Government officials, members of civil society organizations, and project-affected parties.
  • Knowledge of Malawi’s environmental laws and regulations, particularly those relevant to energy use, public health and safety, environmental and social impact assessments, public consultation, land acquisition and resettlement, and gender issues.
  • Ability to collaborate effectively with peers as well as work across departments or divisions, as demonstrated through previous work experience.
  • Demonstrated ability to work with limited supervision and to independently assess problems, define and pursue solutions, and make effective decisions.
  • Excellent written and verbal communication skills in English

I-TECH's approximately 500 worldwide staff work with local ministries of health, universities, non-governmental organizations (NGOs), medical facilities, and other partners to support the development of a skilled health work force and well-organized national health delivery systems. I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; and prevention, care, and treatment of infectious diseases.

Position Overview:
 
The Paediatric HIV Care and Treatment Technical Advisor aims at working with Clinic Coordinator and the Clinical Technical Advisor to ensure the enhanced delivery of quality services to Lighthouse clients, and to take a lead in systemizing the services and developing the capacity building function with a focus on pediatric and adolescent HIV case finding, linkage to care, and initiation and retention on ART.  The TA serves as the clinical lead for Paediatric HIV at Lighthouse and works with all management members and staff to strengthen Lighthouse’s technical leadership and technical guidance for delivering child and youth friendly HIV services with high quality standards that can be adopted at other facilities in similar settings. The TA will assist to develop a comprehensive approach for paediatric HIV to enhance the impact of Lighthouse programs through the expansion of evidence based interventions and models of care to reduce morbidity and mortality in HIV positive children and adolescents.
 
Duties and Responsibilities:
 
Management and Oversight (40 %)
 
Oversee the operations of the Lighthouse Clinics, by working closely with Clinic Coordinators to ensure service quality, including mentoring and supporting clinicians to manage complications of pediatric, adolescent and also adult  HIV infections as family centred approach and antiretroviral treatment (ART) such as ART failure, toxicity and co- treatment for other communicable and non-communicable diseases
 
Program Management (40 %) 
  • Provide evidence-base support on paediatric HIV at the Lighthouse
  • Strengthen the EID program and as well as the POC-EID project at Martin Preuss Centre
  • Promote innovative programming in paediatric HIV at Lighthouse

Monitoring, Evaluation and Research Technical Advisor – Malawi

I-TECH's activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; and prevention, care, and treatment of infectious diseases.
 
Position Description:
 
The primary purpose of the Monitoring, Evaluation and Research Technical Advisor is to strengthen the capacity of the Lighthouse Trust clinic to consistently monitor and evaluate program implementation; conduct collaborative operations research and epidemiologic analyses that build on routine and non-routine data collection. The ability of the Lighthouse Trust clinic to lead such research will support clinical programs and the translation of pilot studies into evidence based practice for more than 30, 000 patients on long life antiretroviral therapy in active care. The Technical Advisor will work to systematically build the skills of Lighthouse staff to identify, design, implement and report on clinical and program oriented operations research that addresses gaps in the provision of quality care for pre-ART and ART patients in the public sector in Malawi. Mentorship and capacity building is expected in the areas of project performance assessment, program level data analysis, research methods, and technical writing and reporting.
 
The Lighthouse Trust is an HIV and AIDS clinic based in Lilongwe, Malawi, at Kamuzu Central Hospital with operations at Bwaila District hospital and several health centres in Lilongwe district. Currently, Lighthouse provides technical assistance to 10 additional facilities in Lilongwe district, in addition to operating the HIV testing services in 3 additional districts: Dedza, Mchinji and Ntcheu. Lighthouse Trust, a recognized World Health Organization Center of Excellence, was among the first public clinics to provide free, life-saving anti-retroviral therapy in Malawi. Lighthouse is currently the largest ART clinic in the Central Region, and has the capacity to manage the ART initiation of 550 patients and follow-up with 15,000+ patient visits per month. Lighthouse's nationally-recognized HIV services are provided through its integrated approach to patient-centered care: managing the largest HIV Counseling and Testing service in the country; operating 2 'super high burden' ART clinics; offering integrated TB treatment and care; including family planning services and cervical cancer screening in routine visits; and implementing an innovative Community Health Services.
 
The Technical Advisor will functionally report to the Executive Director of the Lighthouse Trust clinic in addition to their University of Washington I-TECH direct report, represented in Malawi by the Country Director. The Technical Advisor will serve as a liaison between the Lighthouse Trust, the HIV department, other I-TECH TAs and will be a link to other University of Washington academic resources, including faculty mentorship, partnership on collaborative grant proposals, distance learning, and institutional support. This position will also work closely with counterparts in the Ministry of Health HIV and AIDS Department to translate best practices from the Lighthouse Trust to HIV treatment clinics nationally.
 
This is a full time position to run for two years with the possibility to extend based on re-evaluation of program priorities. The position requires a dynamic individual with strong research and program evaluation experience in HIV care. 
 
Duties:
 
Capacity Building and Mentoring: 35% 
  • Mentor clinical staff and data team members in program monitoring and evaluation, study design, epidemiologic analyses, technical writing/reporting, human subjects materials and manuscript preparation
  • Provide guidance in outcome measurement, target setting, and data quality assessment and validation
  • Advise in best data management practices including development of SOPs and database management
  • Provide strategic leadership in evidence-based quality improvement of integrated service provision including TB/HIV and sexual and reproductive health. 
Conduct Operations Research and Impact Evaluations: 35% 
  • Participate in planning, implementing and reporting on program activities
  • Track progress against targets, analyze data sets and make recommendations for enhanced program planning, coordination, and management of treatment and prevention services
  • Guide the development and implementation of research protocols in partnership with the Lighthouse Research Committee
  • Provide scientific guidance to study design, including development of study protocols and human subjects materials, coordination with key stakeholders and international colleagues, data analysis and manuscript preparation
  • Collaborate with partners in development of newly funded research initiatives
  • Recommend clinical program areas that would benefit from further evaluation and/or operational research to the Lighthouse Trust management team 
Dissemination: 20% 
  • Respond to both internal and external ad hoc requests for information, provide data for briefing documents, sites visits and other Team information requests
  • Communicate outcomes and recommendations to internal and external partners, prepare and present monitoring and evaluation data to a wide variety of audiences
  • Support the Lighthouse Trust clinic in disseminating key findings, lessons learned and best practices locally and internationally via conferences, presentations, technical reports, and peer reviewed publications 
Collaboration: 10%
 
Support the scale-up of proven interventions and integrated care models, through partnership with other PEPFAR implementing partners and departments within MOH: 
  • Department of HIV and AIDS: Advocate for translation of best practices into national implementation guidelines;
  • National Tuberculosis Programme: Develop, evaluate and champion national TB/HIV integration models;
  • Department of Planning and Policy Development, including Central Monitoring and Evaluation Division: inform the interoperability of various health systems, validation of data entered and reports generated, and use of reports generated to inform decisions
  • National AIDS Commission: Translate best practices to policy development and contribute to the technical working groups.
  • Quality Management Unit: inform the development national quality management strategies and dissemination of lessons learned
  • Support the M&E team at the Lighthouse Trust clinic to provide M&E and operational research support to the national HIV and AIDS programs
  • Participate in the MOH, HIV and AIDS Department quarterly operational research meeting focusing on the biomedical HIV response.
  • Participate in the national supportive supervision visits to ART clinics, conducted quarterly by the Ministry of Health HIV and AIDS Department, and provide mentoring on effective use of M&E systems and routinizing M&E procedures 
Requirements: 
  • Minimum of Master’s level degree in epidemiology, or related field, with strong quantitative research methods skills.
  • A minimum 5 years of experience in public health research including designing and implementing evaluation activities and operational research in HIV programmes.
  • Knowledge of implementation science methodology
  • Strong clinical epidemiology skills and experience with analyses of longitudinal data
  • Data management expertise including database management, quality assurance, analysis reporting and standard operating procedures
  • Expertise in quality improvement and use of mixed methods research designs preferred
  • Proven track record in working in HIV related programmes in resource limited settings, preferably in Africa
  • Strong mentoring and teaching skills
  • Proficiency in statistical software such as STATA, SAS or SPSS
  • Strong writing skills, including writing of reports, proposals and scientific manuscripts
  • Demonstrated flexibility and openness in responding to changing work priorities and environment
  • High degree of diplomacy, cultural competency and ability to function in a team based environment
  • Demonstrated ability to transfer knowledge and skills through training and mentoring
  • Excellent written and oral communication skills in English

We offer a post of Accounts Assistant in Administration Section of the Delegation, under the authority of the Head of Administration, the Accounts Assistant overall purpose is creation of payments in Accrual Based Accounting system (ABAC), management of budget, processing of salaries, mission Advances, management of petty cash and VAT claims from Malawi Revenue Authority (MRA)

This post within the Administration Section of the EU Delegation requires a dynamic and committed individual who has a sound understanding of accounting related issues; she/he will need to be able to work effectively as a team member of the Section

Main Functions and duties
  • Ensuring correct booking of administrative expenses against the granted budget in the system (Accrual Based Accounting – ABAC)
  • Ensuring correct use of budget lines, and correct justification
  • Creating payment requests and payment orders in ABAC ensuring the correct posting criteria are used
  • Processing bank transfers and cheque payments upon receipt of swift authorisations
  • Preparing commitments and de-commitments of funds, credit reservations and clearing the reservations
  • Creating credit amendments, budget control and monitoring
  • Monitoring and calculating drivers overtime
  • Preparing salaries, ensuring deductions are done and coordinating with HR to make sure all personnel files in the system are confirmed
  • Constant checking in the system for status of mission requests or claims and in ABAC for payment requests that have been approved for payment
  • Ensuring that the monthly closure is timely and accurate (reconciliations of bank statements and petty cash) and preparing Imprest account replenishment
  • Keeping of petty cash, timely replenishment, encoding of petty cash vouchers and regularisations of petty cash movements
Qualifications:
  • Diploma in Accounting, Bachelor’s Degree will be considered as an advantage
    Experience and knowledge:
  • A minimum of 3 years of relevant work experience
  • Excellent oral and written communications skills in English are required, as well as good presentational skills and knowledge of Word and Excel.
  • Experience with diplomatic missions will be considered as an advantage
Abilities and skills:
  • The candidate must have experience in working in a team as well as with working in a multicultural environment
  • Excellent ability to build positive working relationships with staff, colleagues
  • Excellent ability to set priorities, analyse needs and convert those into plans and action as well as effective time management
