Deputy Chief Executive Officer, National Council for Higher Education (NCHE)

Applications are invited from suitably qualified candidates to fill the vacant position of Deputy Chief Executive Officer at the National Council for Higher Education (NCHE) tenable in Lilongwe.
THE ORGANISATION
National Council for Higher Education was established by NCHE Act No. 15 of 2011 with
the following mandate:
a. to promote and coordinate education provided by higher education institutions;
b. to register and deregister higher education institutions;
c. to harmonize selection of students to all public universities;
d. to regulate, determine and maintain standards of teaching examinations, academic
qualifications and academic facilities;
e. to develop a national qualification framework which is compatible with reqional and
international standards
f. to determine minim criteria and procedure for registration and deregistration of higher
education institutions; and
g. to accredit both public and private higher education institutions.
GENERAL DESCRIPTION OF THE JOB
The Deputy Chief Executive Officer will be responsible to the Chief Executive Officer for the provision of services to achieve the mandate of NCHE in the efficient and effective manner.
DUTIES AND RESPONSIBILITIES
Under the general direction of the Chief Executive Officer, the Deputy Chief Executive Officer’s key duties and responsibilities shall include but not be limited to the following:
1. Reviewing and developing an accreditation and evaluation framework for education
programmes offered in higher education institutions;
2. Coordinating and providing technical support and policy guidance to institutions                   offering higher education;
3. Coordinating the planning, monitoring, evaluation and implementation of NCHE
programmes in the Secretariat;
4. Facilitating the development and review of a higher education national qualifications
framework;
5. Facilitating the development of a national policy on higher education and ensuring that
quality is maintained in line with the policy;
6. Facilitating the registration and de-registration of higher education institutions;
7. Coordinating the regular reviews of quality assurance in higher education institutions;
8. Serving as Secretary to the NCHE Quality Assurance and Accreditation Committee
(QAAC); and
9. Performing any other duties as assigned by the CEO from time to time.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
The ideal candidate should have Doctorate Degree in Education or related field.
Applicants should:
a    Have at least seven (7) years senior level experience in a higher education                                 environment;
b.  Have demonstrable extensive experience in issues of accreditation, quality assurance          and general oversight of higher education institutions;
c    Be highly motivated, mature, self-starter and result oriented;
d    Have high level of managerial and leadership skills with good interpersonal skills; and
e.  Be computer literate and team builder with high integrity.
APPOINTMENT AND REMUNERATION
The successful candidate shall be offered the position at a negotiable performance related
contract for a period of three (3) years. He/she shall be offered an attractive salary and
benefits commensurate with the seniority of the position and his/her qualifications.
