Recruitment at Malawi Government - 11/7/2016


The Ministry of Agriculture, Irrigation and Water Development received funding from the International Development Agency (IDA) amounting to 19,500,000 Special Drawing Rights (SDR) in order to improve the effectiveness of investments aimed at food security and agricultural growth.  The program is being implemented throughout the country in all the twenty eight district councils, all the eight Agricultural Development Divisions and Research Stations. The Mnistry of Agriculture Headquarters coordinates all the implementation arrangements.
OBJECTIVES OF THE PROJECT
The main objectives of the project are to Improve the effectiveness of Investments aimed at food security and sustainable agricultural growth, strengthen the natural resource base in agricultural lands through a doubting of the area under sustainable land management as a basis for securing ecosystem services and sustainable agricultural productivity.
The project has three major components as follows:
1.    Institutional Development and Capacity Building in Preparation for Sector-Wide Approach in Agriculture.
The component will finance capacity building initiatives across all  implementing agencies to ensure that the team has all the requisite skills and capacity to implement government activities. This component has four sub components
2. Sustainable food security
This component is aimed at fundiig activities that will enhance sustainable productivity growth with linkages to the Agricultural Input Subsidv Program and market based agricultural risk management
3.    Project Coordination
This component is aimed funding the overall coordination, management, monitoring and evaluation of project activities.
A.    OBJECTIVE OF THE ASSIGNMENT
The Ministry of Agriculture, Irrigation and Water Development is seeking the services of One Procurement Specialist to manage the Procurement activities in the ASWAp-SP MDTF activities in accordance with the Government of Malawi and World Bank financial management provisions.

Position Title : Procurement Specialist (1 Position)
Time Commitment : 100%
Accountable : ASWAP-SP Coordinator
Counterpart : Head of Procurement Unit
Qualifications : At least BSc in Procurement & Logistics, Economics, Business Administration, Engineering. Accounting or its equivalent with 3 years minimum experience in donor financed projects in a Government setting
The candidate must have continuously worked as a Procurement Specialist in a Malawi Government Ministry or Department or Statutory Corporation in the last three years. The candidate must have knowledge of the Malawi Public procurement Law, Regulation and Desk Instructions The Candidate should have good communication skiIIs, as well as excellent writing and reporting skills. They should be computer literate. Candidates with CIPS or experience with World Bank procurement procedures will have an added advantage

Documentation Officer


1.0  INTRODUCTION
The Ministry of Agriculture, Irrigation and Water Development is implementing Agriculture Sector Wide Approach Programme (ASWAp-SP. Consequently it seeks to recruit a Documentation Officer.  The main objective of the services of Documentation Officer is to manage the procurement  documentation activities in the ASWAp-SP Procurement activities in accordance with the Government of Malawi and World Bank financial management provisions. The assignment seeks to ensure that documentary records, both in print or electronic format which are essential for efficient and effective management of activities, provide evidence in support of decisions and actions taken, and provide an audit trail for verification of transparency, accountability and effectiveness should be kept by the Procurement Unit.
2.0 Qualifications
An advanced certificate in Purchasing and Supply or its equivalent with 3 years minimum experience in donor financed projects in a Government setting The candidate must have continuously worked as a Documentation Officer for the last three years. The Candidate should have good communication skills, as well as excellent writing and reporting skills. He/ she should be computer literate The candidate with CIPS or experience with World Bank procurement procedures will have an added advantage
3.0 Scope of Work
The officer will be expected to work closely with the ASWAp-SP Procurement Officer within the Procurement Unit in maintaining procurement dossiers and contracts registers and ensuring that complete documentation is maintained in respect of all procurement activities and for contracts and agreements entered into.
