Local Utility Operator (LUO) - Phalombe
Will be hired on renewable contract basis depending on performance and will be directly answerable to the WUA Board
A minimum of Diploma in Civil Engineering, Irrigation Engineering, Environmental Heath an any other relevant qualification obtained from a recognised institution and at least 5 yrs hands on experience in the management of a water supply scheme, Those with an MSCE or equivalent and have a work experience of over 10 yrs at supervisory level in water supply may also apply, They should be full of integrity, mature, reliable and able to perform with minimum supervision, They should not be less than 25 yrs of age, Computer literate in MS Office Word, Excel, Power Point and AutoCAD, Those with knowledge of community mobilisation and basic accounting skills will have an advantage
This is a performance based contract, Remuneration will therefore be based o the level of revenue generation and collection
Managing accounts, Collecting water tariffs an connection charges at an agreed time, Ensuring good quality water at all times, Operating an managing water supply and sanitation facilities of the scheme, Providing regular and accurate monitoring reports on performance to the WUA board, Expanding distribution and water connections in accordance with the available system development plans prepared by the WUA and agree by the operator, Planning, coordinating and implementing different activities to ensure the efficient and sustainable distribution and use of water supply and sanitation system, Assisting the community water point committees (CWPCs) in the preparation of Facility Management Plan (FMP), Preparing annual work plans and budgets for approval by the General Assembly, Proposing tariff to the WUA Board for approval by the general assembly, Performing any other duties as agreed with the WUA Board relating to operation and Management of the water supply system
