MINISTRY OF AGRICULTURE, IRRIGATION AND WATER DEVELOPMENT (MoAIWD) AGRICULTURAL INFRASTRUCTURE AND YOUTH IN AGRIBUSINESS PROJECT (AIYAP) RECRUITMENT OF INDIVIDUAL CONSULTANTS

Background The Government of Malawi with support from the African Development Bank is preparing the Agriculture Infrastructure and Youth in Agribusiness Project (AIYAP) which will help to mitigate the challenges arising from dependency on rain-fed production such as climate change evidenced by frequent occurrences of droughts and floods. The main objective of AIYAP is to contnbute to economic growth, development and food security.

The specific project objectives are; (1) to improve crop production and productivity leading to improved net farm incomes of the project beneficiaries, (2) to expand opportunities in agriculture and agribusiness to rural youth in Malawi as a means to advance rural livelihoods and economic development, and (3) to enhance import substitution through improved value additions and processing The project is located mostly in the Green Belt Zone covering a total of 2 Districts of Nkhota-kota (Dwambazi) and Nkhata-Bay (Linga) in the Central and Northern Regions respectively.
It is specifically targeting the development of various medium scale irrigation schemes under various options covering a minimum of 1,945 hectares. The project will be implemented within a period of five years (2016-2021) in terms of coordination, the project will have a Project Coordination Team (PCT) composing of project staff as well as government staff from relevant ministries.

The Ministry of Agriculture, Irrigation and Water Development now mites applications from suitably qualified candidates to fill the following vacant posts of the Project Coordination Team.

FINANCE MANAGEMENT SPECIALIST
The Finance Manager (FM) will assume the overall responsibility of managing the Project funds. He/she will be part of the team to evaluate agripreneur business proposal and make recommendations for successful applicants. He/she will lead in collaborations with financial institutions selected project monitoring and loan recoveries from the beneficiaries. He/She will ensure that all project accounts are maintained in a professorial way and that funds are disbursed as outlined in the Appraisal Report or according to changes approved during implementation support missions or mid-term review. He/She will collaborate with MoAIWD and Treasury on financial matters.

MONITORING AND EVALUATION SPECIALIST
Tasks and responsibilities
The M & E Specialist will be responsible for overall monitoring of the project activities, comparing plans with actual delivery/ performance. He/She will be responsible for reporting, storing and maintaining project records and providing periodical assessments on delivery and impact. He/She will liaise with the planning unit in MoAIWD on all aspects of monitoring and evaluation and will work closely with the other professional staff assigned to the project and with the other stakeholders involved in the project.

PROCUREMENT SPECIALIST
Tasks and Responsibilities
The Procurement Specialist will be responsible for providing all procurement services in accordance with AfDB and Government of Malawi procedures and standards. He/She will advise all implementing agents on procurement of goods, works and services. He/She will liaise with the Procurement Officers in MoAIWD on all aspects of procurement and will work closely with the other professional staff assigned to the project, Consultants and other stakeholders involved in the project. The specific duties will include but not limited to;

PROJECT COORDINATOR (PC)
Tasks and Responsibilities
The Project Coordinator (PC) will assume overall responsibility of the management of the project He/she will ensure that all project activities are implemented as outlined in the Appraisal Document or according to changes suggested during implementation support missions or mid-term review. He/she will collaborate with MoAIWD and all other relevant ministries on matters that require attention of management in liaison with focal points the Coordinator will be a competitively recruited individual consultant and will lead in the overall project implementation process. He/She will be supported by the Financial Management Specialist, Procurement Specialist, Supervising Irrigation Engineer, Monitoring & Evaluation Officer Cooperative and Agribusiness Specialist, Administrative Assistant and support staff. He/She will report to the Project Technical Committee, chaired by the Director of Irrigation Services (DIS), who in turn will report to the Project Steering Committee, chaired by the Secretary for Agriculture, Irrigation and Water Development.

SUPERVISING IRRIGATION ENGINEER
Tasks and Responsibilities
The Supervising Irrigation Engineer will work closely with the Project Coordinator and will have technical responsibility for the implementation of irrigation activities of the project. He/she will also work closely with the other professional staff assigned to the project and with the Consultants/Contractors and other Government institutions involved in the project. He/she should have a background in irrigation engineering with extensive experience in design and supervision of irrigation and water related infrastructures

The Supervising Irrigation Engineer shall ensure that all technical engineering related issues connected with the smooth implementation of the project are promptly addressed and that issues of concern are brought to the attention of the Project Coordinator for action.

Duration of Employment
The assignment is for 5 years with an initial contract period of 12 months. The appointment will be extended subject to annual satisfactory performance.
