Title: International Senior Parliamentary Development Expert
Reference: Democratic Governance Programme (DGP) 10th EDF

The Bureau for Institutional Reform and Democracy (BiRD) is currently looking for an International Senior Parliamentary Development Expert for a short-term mission for the Support to the Malawi Parliament as part of its on-going DGP programme in Malawi (10th EDF).
The requested services for all experts will involve working closely with the Malawi Parliament, specifically with the Office of the Clerk of Parliament and parliamentary staff assigned to this mission, and the DGP-TFU.
Component 1 – Parliamentary Development:
- Advising Parliament on core issues regarding parliamentary administration and development based on a thorough and participative needs analysis and considering previous reports and needs assessments;
- mentoring approach;
- defining and refining strategic development areas and goals;
- defining crucial areas in which external support shall be sought, and suggest modalities ("support pipeline").
Position 1 – Component 1/Expert 1: International Senior Parliamentary Development Expert
Qualifications and skills:
- Advanced university degree in development studies, political science, law or a related field or minimum of 15 years of relevant experience;
- Proven high-level advisory, team leading and client liaison abilities.
General professional experience:
- At least 10 years experience working in the fields of parliamentary and political party development, as consultant or as political office holder/senior parliamentary staff;
- Proven knowledge and experience of institutional capacity assessment, organisational development, and capacity building.
Specific professional experience:
- Experience of working in or with parliaments or political parties at national or provincial level.
- Several (minimum 5) examples of experience in consulting parliaments or evaluating / designing parliamentary assistance projects a strong advantage.
- Excellent knowledge of current trends and best practices in democratic governance, accountability and/or international human rights issues.
- Knowledge of the functioning of parliaments in developing countries essential.
- Knowledge and understanding of cultural and socio-economic & political conditions in Sub-Saharan Africa an advantage.
The foreseeable consultancy period is 55 working days. A start of the field activities is not likely before July 2016. The overall period of implementation for the Support to Parliament is around 6 to 7 calendar months, from June/July to December 2016.
