ADMIN AND PARTNERSHIPS SUPPORT OFFICER


CONTEXT:
Founded in 1980, Inter Aide is a humanitarian organisation specialising in the implementation of development programs that aim at promoting access to development for the most vulnerable communities. The programs respond to the specific, vital needs of local communities. Our principal objective is to reinforce the capacities of vulnerable populations in order to allow them to improve living conditions within their own communities.
Inter Aide currently manages programs in 6 countries:
· Africa: Ethiopia, Malawi, Mozambique, Madagascar and Sierra Leone,
· Central America: Haiti.
Inter Aide programs are based on beneficiaries’ needs and cover several fields of rural development:
· water and sanitation (including services for the maintenance of water points),
· agriculture and support to farmers organisations,
· community health (including the reduction of child mortality, sexual and reproductive health services), fight against endemic diseases,
· primary education.
Inter Aide has been operating in Malawi since 1991. To this day, this NGO and its partners have participated in 9 different programs in the fields of agriculture, child health, water supply, sanitation and maintenance in the central and southern regions of the country.
As a management principle, Inter Aide delegates most of the responsibilities to Program Managers (PM) based in the field, and as far as possible to local partners. They are both in charge of the implementation of the activities as well as the human resources management and all the financial and administrative tasks.
For fund raising, internal control, administrative and legal procedures related to all programs, PMs are currently supported by a team of two based in the capital city, coordinated by a Support Officer.
Inter Aide is currently looking for an Admin and partnership support officer to follow and materialize activities initiated by the actual Admin support officer who will leave his position in May 2016.
MISSION:
The support officer will be based at the Inter Aide office in Lilongwe, and will regularly visit several intervention areas (southern and central regions). He/she will have to reinforce the support given to the team, in order to develop and improve administrative and financial procedures, audits, represent the association, look for funds and partnership opportunities.
As such, he will have to:
· Materialize maintenance and control of Internal audit procedures of programs:
o Ensure the maintenance of internal procedures already in operation for each program (purchasing procedures, Human Resources management, stock management etc.) and support program teams and local partners towards their improvement;
o Test and guarantee the launching of a new internal audit tool open to all Inter Aide programs in Malawi;
o Conduct or coordinate internal audits, in collaboration with the Administrative Manager based in the capital city;
· Improve the association representation to face up to financial and operational local partners, in coordination with program responsible parties (not based in the capital city), the Inter Aide Headquarters team (based in France), and identify new finance and partnership local opportunities;
· Improve and maintain the legal and administrative structure of the association (and its local partners) vis-à-vis authorities in Malawi in coordination with program responsible administrative parties (organisation adequation with the laws of the country, visa requirements, purchasing/import procedures, control of insurance contracts, etc…).
PROFILE:
· University degree in a related field (Admin/Log, management, law…)
· Fluent English is compulsory (oral and written)
· A professional experience in administrative and financial management, preferably in a developing country
· Knowledge of procedures, controls and audit in similar contexts
· Dynamism, rigor and organization skills
· Ability to work in autonomy
· Diplomacy, negotiation skills
· Strong interest in field work (regular travels within program intervention areas)
STATUS:
· 1 year contract, potentially renewable
· 1137€ per month + field allowance
· Pension fund contribution and medical insurance + 1 flight return trip to France
· Possibility to leave with partner
