Title: National Senior M&E Expert
Reference: Democratic Governance Programme (DGP) 10th EDF

The Bureau for Institutional Reform and Democracy (BiRD) is currently looking for a National Senior M&E Expert for a short-term mission for the Support to the Malawi Parliament as part of its on-going DGP programme in Malawi (10th EDF).
The requested services for all experts will involve working closely with the Malawi Parliament, specifically with the Office of the Clerk of Parliament and parliamentary staff assigned to this mission, and the DGP-TFU.
Component 2 – M&E and Research Methods:
- Train 3 PPU Staff plus a selection of Clerks servicing Committees in M&E;
- produce a manual, hold a workshop / training session;
- include 3 parliamentary researchers to also orient them on M&E;
- include research methods in manual and training.
Position 3 – Component 2/Expert 2: National Senior M&E Expert
Qualifications and skills:
- University degree in economics, political science, public/business administration or related field.
- Excellent facilitation and training expertise, with proven knowledge and experience of adult learning methodologies.
General professional experience:
- Minimum of 7 years of relevant professional experience;
- Proven experience in conducting sector specific reviews, institutional assessments and/or training/evaluation/monitoring missions.
Specific professional experience:
- Knowledge and experience of a range of Monitoring and Evaluation (M&E) tools, methods, approaches and concepts;
- Knowledge and experience in the design and development of M&E systems/processes as well as their application in Malawi;
- Proven experience in the design and/or implementation of public sector reform strategies in the Malawian context, with a particular emphasis on institutional capacity building and M&E;
- Knowledge of the Democratic Governance Sector in Malawi will be an added advantage.
The foreseeable consultancy period is 22 working days. A start of the field activities is not likely before July 2016. The overall period of implementation for the Support to Parliament is around 6 to 7 calendar months, from June/July to December 2016.
