Proposal Objective
SI is planning to bid on a performance evaluation of the Environmental and Natural Resource Management (ENRM) Project in the MCC Malawi Compact. The ongoing, ENRM project’s objective is to reduce costly disruptions and ensure the sustainability and increase efficiency of Malawi’s hydropower generation. The evaluation will be looking at the ENRM Project as whole, and selected individual grants awarded and implemented under the ENRM and the Social and Gender Enhancement Fund Activity grant facility.
Position Description:
SI is seeking a Project Manager for the MCC Evaluation Design and Implementation Services, Environmental and Natural Resource Management (ENRM) Project in Malawi. The Program Manager will be the primary responsible party for administrative coordination and deliverables and will manage the program review, evaluation design and implementation process. The period of performance will be one year, with the possibility of four option years.
Qualifications:
- Master’s or higher in economics, policy, environmental resource management, or related field required.
- Minimum of six years of proven experience designing and conducting evaluations in the agricultural and environmental sector with a strong understanding of land and natural resource management.
- Strong experience in public policy, public administration and evaluating policy, institutional and governance reform projects.
- Experience in organizational start-up and management necessary for the evaluation of the Trust to assess the administrative and operational sustainability.
- Experience conducting experimental and or quasi-experimental impact evaluations with control and treatment groups.
- Strong economic, statistics and econometrics skills, including experience with detailed, high-level data analysis and sampling.
- Experience with the design and implementation of multi-topic analytical household and/or enterprise surveys.
- Experience with qualitative research methods and longitudinal studies.
- Experience coordinating with developing country governments, ministries and/or local NGOs/CBOs for the design and implementation of evaluations
- Experience in Malawi or Sub-Saharan Africa required.
- Fluency in written and spoken English required.
