Purpose of Post
Food for Assets (FFA) is an integrated community development strategy involving the use of food aid, labour-based methods and participatory decision-making approaches in order to develop productive assets that are owned, managed and maintained by households and/or the community, Strategies employed emphasize the creation of assets that are owned, managed and utilized by the household or targeted community. Participatory planning approaches are applied to enhance the decision-making capacity of the targeted community in relation to activity planning, mobilizing local resources and sharing of benefits while preserving the natural and environmental resources for future generations. It is intended that the targeted households and communities will benefit from both the immediate food security effects of food aid and the assets that are developed.
Also captured, is the concept of human assets, such as knowledge and skills, which have become a prominent feature of FFA programming. Well-designed FFA programming deliberately seeks to address immediate food insecurity while initiating or supporting high priority developmental interventions aimed at enhancing community and household livelihood systems.

Major Responsibilities:
A .Restoration of productive capacity of arable land
• Land clearing and hand hoeing
• Post harvest practices and facilities
• Vegetable garden(Schools, Group and HHs)

• Community Access road
• Shallow boreholes
• Multi-purpose ponds
• School &Clinic constructions
C. Environment and Natural Resource management and Climate adaptation:
• Seedling raising
• Tree planting
• Flood control dykes
D. Skills development
• Local Authorities & CPs – technical & project management,
• Community – skills development training
Main Duties
· Coordinate the implementation of WFP PRRO activities in all the areas where FFA is carried out
· Establish models for community development projects
· CBPP in project design and implementation
· Keep track of program in all communities and identify potential and gaps in each. Compile and implement action plans to pursue potential and to correct gaps in program delivery.
· Assist communities to build resilience to shocks
· Aid communities to manage and mitigate disasters
· Create new partnerships
· Cement and build relations with CBOS and other partners
· Design suitable M&E systems and frameworks
· Advice management on all technical issues that relate to food security and livelihoods
· Design a food security and livelihood policy and procedures
· Provide overall technical and managerial oversight and leadership for the project as a whole, in close cooperation with other senior staff
· Manage the field operations, administration, logistics and procurement
Training
· Identify staff and community training needs and opportunities
· Coordinate training for FFA activities
· Development of training tools
· Conduct staff and community capacity building workshops
Reporting, research and learning
· Report on all activities of the project
· Facilitate the dissemination of lessons learnt and facilitating cross learning (exchange visits)
· Maintain and establish links with government to disseminate the activities of the program
· Develop an SPSS system for FFA activities
Budgeting
· Analyze the finance reports from the States against budget
· Compile and submit the annual national FFA budget
- Call for feedback from the PM and Accounts staff
- Look for procedures or/and action to be done at the program for more cost effective and efficient use of the money
- Account for all project expenditure
Manage & develop subordinates
- Manage the performance of subordinates
- Build staff capacity
Key skills/Competencies
· Languages: Portugese and English is essential
· Excellent interpersonal skills
· Excellent editing and proofreading skills
· Strong verbal and written communication skills
· Attention to accuracy and detail in all aspects of responsibilities
· Proficient computer skills, particularly with Microsoft Office, Word, Excel, and PowerPoint
· Experience scanning photographs and slides preferred
· Experience in working with a database
· Experience performing research utilizing the Internet
· Excellent organizational skills and confidentiality
· Knowledge of basic filing and organizational protocols
· The ability to follow directions, sometimes from multiple sources, and
· Determine priorities
· Flexibility and a willingness to perform other reasonable duties as requested, including willingness and availability beyond office work hours.
