Systems strengthening director


Chemonics seeks a systems strengthening director in Malawi to support the Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) Project. GHSC-PSM ensures uninterrupted supply of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President's Emergency Plan for AIDS Relief (PEPFAR), the President's Malaria Initiative (PMI), and Population and Reproductive Health initiative. In supporting U.S.-government-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance for a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: (1) global commodity procurement and logistics, (2) systems strengthening technical assistance, and (3) global collaboration to improve long-term availability of health commodities. The GHSC-PSM systems strengthening d​irector will promote and oversee supply chain systems strengthening by building the capacity of the Ministry of Health (MOH) and stakeholders to strengthen management and accountability of health commodities across multiple supply chains. The systems strengthening director will oversee a local and international team to implement capacity building and technical assistance initiatives at the central, zonal, and district levels in Malawi. The director will also oversee the rollout and deployment of a national web-based logistics management information system (LMIS) to improve data visibility and decisionmaking in supply chain management. He/she will also identify, develop, and implement new mechanisms for strengthening accountability and security of health commodities.​ Responsibilities include:
  • Work with the country director to develop strategic direction for project-supported systems strengthening initiatives for supply chain management. Focus areas include strategy and planning, forecasting and supply planning, quality assurance, management information systems, governance and financing, monitoring and evaluation, and HR capacity development
  • Attend technical meetings and represent the project to USAID, partners, and the MOH, liaising with partners and stakeholders at the central, zonal, and district levels
  • Assess existing health commodity supply and distribution systems in Malawi and recommend feasible options to strengthen management and accountability of health commodities along the supply chain
  • Lead a team of local staff to design and implement technical assistance and capacity building initiatives that improve the ability of MOH staff at the facility, district, zonal, and central levels to manage the supply and distribution of priority health commodities
  • Oversee the implementation of targeted training and capacity building programs to improve pharmaceutical management, use of data and electronic information systems, quality assurance, and accountability at the facility, district, zonal, and central level; revise programs based on a process of continual evaluation
  • Oversee development of technical manuals, guidelines, and standard operating procedures for systems strengthening
  • Provide technical oversight for the national roll-out of OpenLMIS, supervising a team of eLMIS specialists and subcontractors, as necessary
  • Document and track lessons learned in systems strengthening initiatives
  • Perform other duties as required by leadership
Qualifications:
  • Bachelor's degree in health systems, public policy, or a related field required; advanced degree preferred
  • Minimum ten years of experience in supply chain systems strengthening, including experience in sub-Saharan Africa
  • Demonstrated experience with progressively increasing responsibility for designing, managing, and implementing supply chain/systems strengthening programs in developing countries
  • Previous field experience desired (including long-term overseas positions or extended short-term engagements), preferably in Malawi or Southern Africa
  • Proven ability to manage and implement complex USAID-funded public health programs or projects in a developing country or in low-resource contexts
  • Experience building relationships with cooperating partners and stakeholders, especially government counterparts at the decentralized and national levels
  • Experience managing teams and ensuring the quality and timeliness of their products
  • Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate in a cross-cultural environment
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required
