The Tingathe Deputy Director will report to the Program Director. The ideal candidate will have outstanding communication skills, be organized and detail oriented, and able to strategically approach program goals. The Deputy Director will manage, on a daily basis, programming, facilities, financial accountability, grant and contract administration, human resources, training, and reporting (USAID and Baylor- Malawi) functions.
This position is dependent on confirmation of funding.
The Deputy Director will have the following responsibilities:
Organizational • Oversee finance, administrative, and program teams;
• Structure and lead program teams to deliver outstanding work;
• Ensure that activities are implemented according to Baylor-Malawi and USAID policies and systems;
• Build and maintain strong relationships with key stakeholders (eg, Ministry of Health, USAID, NGOs);
• Participate in internal program leadership activities (HR issues, administration, planning);
• Represent Tingathe in sector-group conferences, working groups, and other public venues;
• Update and/or establish systems for smooth functioning of the project;
• Mentor and coach junior colleagues and subordinates.
Administrative/HR/Finance • Manage human resource functions (recruiting, reviews, staff deployment/workload balancing, career progression) with related internal communications and budgeting/finance duties;
• Ensure staffing levels are appropriate to support HIV program activities, evaluate competitiveness in employment packages, and support staff recruitment efforts;
• Oversee execution of agreements and contracts and resolution of legal issues;
• Identify best practices and improve internal systems towards future needs and budget realities;
• Actively monitor finances, including financial reporting and audits, and ensure accuracy and financial compliance with USAID and Baylor-Malawi policies and standards.
Programmatic • Direct and manage all training-related activities;
• Direct/manage and provide technical expertise in activities related to optimal utilization of community health workers, production and dissemination of training materials, demand generation, patient education aids, communication materials, and job-aid related materials for use at national level and in communities, as well as for print;
• Oversee and review program’s ability to meet stated indicator targets, and strategize how to use program resources to meet targets/program goals;
• Oversee USAID narrative reporting.
Applications are sought from experienced, mission-driven candidates who meet the following profile:
• Masters Degree, Ph.D., or equivalent advanced degree in public health or related fields required;
• Minimum of 7 years at a senior level managing health related programs in sub- Saharan Africa with responsibilities that include staff supervision, human resources, finance, and program development;
• Minimum of 5 years managing projects governed by USAID regulations, including programmatic, reporting, financial, and administrative experience in compliance with USAID regulations;
• Excellent interpersonal skills, mature, disciplined, loyal, and shows initiative with an ability to work independently and within a team;
• Outstanding communicator and writer (in English) with experience as a spokesperson who can articulate messages logically and persuasively to various audiences;
• Established skills in building effective internal work relationships at all levels, and maintaining productive and cordial working relationships with stakeholder counterparts;
• Recent experience (past 2 years) working in Malawi (or similar context) in the HIV/AIDS sector;
• Ability to work under pressure and tight deadlines on multiple tasks;
• Willingness to travel within Malawi on a regular basis.
