ASSISTANT COUNTRY DIRECTOR - PROGRAM SUPPORT at CARE Malawi


The CARE Malawi Assistant Country Director for Program Support provides leadership and direction for all Country Office (CO) program support finance and administrative processes. S/he is responsible for ensuring quality and cost effective, timely and compliant administrative support processes. The ACD PS provides the day to day guidance and oversight for the primary PS functions; finance, procurement, inventory, fleet management, safety and security and logistics, and IT. S/he is responsible to ensure that program support services are provided in a manner reflecting a focus on customer satisfaction with expectations of quality, effectiveness, responsiveness and flexibility according to need and requirements.
CARE Malawi views Program Support as an integral foundation of our programming; the ACD PS is expected to contribute to strengthening the integration of program support with program by working closely with the program team. This will be done through structured and systematic capacity building of program staff to address operational weaknesses; using existing resources and tailored to the specific staffing needs. The ACD-PS will roll out training and capacity building in all aspects of financial, administrative and resource management for both program and program support staff. The combination of an effective and compliant program support team working side by side with an operationally strong and technically able programmatic team will ensure more effective and deepened program impact. The ACD PS fosters a values-based organizational culture, ensuring good internal controls and conscientious stewardship of an annual budget of approximately $12 million.
The position requires advanced management skills, excellent team building and people coaching skills, extensive experience and in-depth understanding of administrative support processes and compliance requirements. Furthermore, the successful candidate must demonstrate an understanding of CARE's programmatic needs and concerns for ensuring effective administrative support.
A key element of the post will be to constantly review the structure and roles of the program support team in particular and the total CO structure in general in light of the CO's recently completed Country Presence Review and Business Plan to ensure that the CO structure is aligned with the changing program approaches and priorities. Another important element of the this position is to orient and train the Director of Program Support, a newly created position which reports to the ACD - PS and oversees the administration, procurement, transport and logistics, safety and security and It units.
As a member of the CARE Malawi Senior Management Team, s/he participates in decision- and policy-making on strategic issues including program quality, program development human resource management, and other organizational priorities and concerns.
The position reports to the Country Director. S/he collaborates closely with the ACD-Program, and serves as the line manager for the Financial Controller and Program Support Director.

Primary Skills:
  • University degree in Administration or equivalent field or equivalent combination of education and work experience
  • Minimum of 5 years in a senior Program Support management position
  • At least 2 years experience in Africa
  • Fluent English written and verbal communication skills
  • Good IT skills and knowledge of diverse software systems
  • Advanced administrative management skills
  • Strong coaching, mentoring, training facilitation, and team building skills
