Title: National Senior Budget Analysis Expert

The Bureau for Institutional Reform and Democracy (BiRD) is currently looking for a National Senior Budget Analysis Expert for a short-term mission for the Support to the Malawi Parliament as part of its on-going DGP programme in Malawi (10th EDF).
The requested services for all experts will involve working closely with the Malawi Parliament, specifically with the Office of the Clerk of Parliament and parliamentary staff assigned to this mission, and the DGP-TFU.
Component 4 – Provision of Technical Assistance to the Budget Committee:
  • Facilitate access to professional expertise on budget analysis and gender budget analysis for members of the Budget Committee and female MPs;
  • develop presentation and formats for trainings;
  • working in 3 to 4 groups (Committee members, female MPs - in 2 to 3 groups);
  • drafting of brief guidelines to budget analysis.
Position 6 – Component 4/Expert 1: National Senior Budget Analysis Expert
Qualifications and skills:
  • Post graduate degree in economics, finance, political science or related field;
  • Experience in high level advisory positions;
General professional experience:
  • Minimum of 10 years of relevant professional experience in the area of public financial management, finance, economics, political science or related field.
  • Proven experience in providing technical assistance to public sector institutions, in conducting institutional assessments and/or training missions.
  • Excellent facilitation and training expertise.
Specific professional experience:
  • Proven knowledge and experience in budget analysis and interpretation;
  • Ability to conduct participative, high-level needs assessments.
  • Demonstrable experience in designing and developing training and learning materials.
  • Proven skills in facilitation and training services to run the training modules.
  • Proven knowledge of the Malawi budget process a strong advantage.
  • Knowledge of human rights and gender issues in relation to budget analysis an additional advantage.
The foreseeable consultancy period is 55 working days. A start of the field activities is not likely before July 2016. The overall period of implementation for the Support to Parliament is around 6 to 7 calendar months, from June/July to December 2016.
