First Aid Delegate
ICRC First Aid / pre-hospital emergency response system
Main objective
The ICRC First Aid delegate is an expert contributing, in compliance with ICRC values and references, to ensure that casualties during emergencies receive a timely, impartial and effective immediate assistance by responders acting in security, guided by basic humanitarian values and principles, and part of an emergency response system adapted to needs and local realities, in areas of armed conflict or other situations of violence
First Aid during emergencies is multidimensional (going largely beyond some hours of training or a set of techniques or bandages) and provides significant valid results (beyond lives saved on the scenes and improvement of the hospital care outcomes) due to its specific universal grass-rooted perception and humanitarian assets
Key responsibilities
Develop a comprehensive overview and understanding of the health care emergency needs on the ground and response system in given contexts (where resources are limited)
Contribute to the identification of the beneficiaries and the values ICRC can add to improve the emergency response from the scenes of the emergency till the referral health care structures
Participate in the selection of appropriate interventions (operational and training related), and formulation of project proposals, in respect of local realities and in compliance with ICRC guidelines and standards/ references
Implement, monitor and evaluate references and activities according to objectives, plans of actions and resources available
Manage staff when applicable, and support and coach relevant local actors of the emergency response system
Foster collaborative working relationships amongst emergency response stakeholders (State and non-State actors, incl. the International Red Cross and Red Crescent Movement)
Strengthen local capacities and references, based on ownership and sustainability goals
Promote the Fundamental Principles of the Red Cross and the Red Crescent, and of relevant humanitarian laws
As a representative of the ICRC, promote the ICRC and maintain contact and negotiate with relevant actors in order to ensure the work is carried out as securely and effectively as possible
Selection requirements
Prepared to accept unaccompanied posting during the first 24 months of collaboration (missions length can be shorter – see below Minimum length of the assignment)
Minimum of three year experience in First Aid/ emergency response related matters (operational and/or training and/or managerial – be it on a voluntary service basis, or as a paid staff – be it with a National Red Cross or Red Crescent Society, or not) – Humanitarian field experiences are an asset
Experience in coaching/ supervision
Excellent command of French and/or English (written and spoken) – knowledge of other languages (Arabic, Spanish, Russian, etc.) is an asset
Familiar with word processing and spread-sheet software, and search engines
Driving license (must cover manual transmission)
Functional skills and knowledge
Extensive knowledge on models of pre-hospital emergency care systems – Experience in contexts with limited resources is highly desired and an asset
Strongly motivated by humanitarian work, especially under ICRC auspices – practical knowledge of the International Red Cross and Red Crescent Movement is an asset
Skills and demonstrated activity in the area of community-based work, and project and result based management
Objective oriented, with an ability to contextualise his/her expertise according to local realities, and to convert concepts into practical meaningful actions
Capacity building and/or organisational development knowledge and experience
Communication aptitude, creativity, adaptability and open-mindedness to diversities and challenges, with strong strategic and creative thinking
Well-developed analytical, problem solving, prioritising, writing and reporting skills
Ensuring effective use of resources and opportunities, considering relevance and sustainability aspects
Sense of responsibility, autonomy, diplomacy, and voluntary service mind-oriented
Leadership, networking and partnering skills
Neat appearance good speaker, diligent and team working skills
Ability to work under pressure, in a hazardous environment and in basic living conditions
