Supply & Logistics Specialist, P-3, Lilongwe, Malawi

Purpose of the Position:
Under the direct guidance of the Chief of Operations, the incumbent is expected to manage the supply and logistics operations of a complex nature with significant impact on programme delivery, services, supply and logistic, processes and systems, requiring advanced professional technical mastery and expertise in support of operations and programme objectives. Accountable for effective planning, contracting, procurement, distribution, inventory management of UNICEF`s supplies, in support of the Country Programmes.
Key Expected Results:
  1. Provides rapid and relevant responses to evolving supply needs and situations, including emergency situations, with a priority on achieving value for money.
  2. Maintains the highest level of integrity, standards and accountability by implementing sound, accurate supply/logistics management systems, procedures and documentation as well as regular and accurate reporting.
  3. Provides technical leadership, support, coaching and training towards capacity-building in order to enhance efficient, effective and timely delivery of supplies.
  4. Conducts effective procurement of goods and services to attain best overall value while maintaining product/service quality.
  5. Develops and maintains effective collaboration and partnership in supply/procurements/purchasing/contracting/logistics with internal and external counterparts through better coordination, communication and networking.
  6. Develops the supply component of the Country Programme, including for the procurement and distribution of supplies to all project sites.
  7. Conducts market researches to identify and recommend potential local suppliers. Maintains commodity files and evaluates local supply sources` overall performance.
  8. Supports ongoing process of business rationalization and harmonization of UN procurement at the country level. Identifies potential for and develops strategies to implement common procurement strategies at the country level. Through collaboration, supports initiatives aiming to promote efficiencies of UN procurement by reducing transaction costs and improving value for money.
Qualifications of Successful Candidate:
  • An advanced university degree (Master's) in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree. *
*A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other directly-related technical fields, may be taken in lieu of an advanced university degree (Master's).
  • A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, procurement, purchasing, contracting, administration and/or other directly-related technical fields is required.
  • Prior experience in Construction and Rehabilitation is considered an asset.
  • Work experience in an emergency duty station is considered an asset.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
