CALL FOR PROPOSALS
TO UNDERTAKE MID TERM & END OF PROJECT EVALUATIONS
FOR THE TROPICAL HEALTH & EDUCATION TRUST (THET) PROJECT
 
1.0.        BACKGROUND
 
Voluntary Services Oversees (VSO) is the world’s leading independent international development organisation that works through volunteers to fight poverty in developing countries. VSO’s high impact approach involves bringing people together to share skills, build capabilities, promote international understanding and action, and change lives to make the world a fairer place. With funding from THET, VSO Malawi is currently implementing a three year Project (2012 – 2015),bringing together Midwives and Nurses to Improve Maternal Health in Malawi through Volunteerism and Partnerships Project
 
VSO Malawi would like to apply part of the funding to evaluate the project and is therefore seeking a suitably qualified consultant or a team of consultants to undertake Mid Term and End of Project Evaluationsfor the project.
 
2.0.        OBJECTIVE OF THE EVALUATION
 
The main objective of this assignment is to review the implementation of the Project mid-way through its lifespan to see how it is fairing against objectives. It should also assess the project’s implementation strategies and approaches employed to achieve set goals and objectives. It is expected that the mid-term evaluation will provide decision makers in the project and funders with sufficient information to make an informed judgment about the performance of the project (its efficiency and effectiveness), and decisions about any required changes to project scope.
 
The Final evaluation will allow VSO, THET and strategic partners to assess the impact of this project.  In addition, findings will contribute to a global evidence base examining the contribution volunteers make to development.
 
3.0.        SCOPE OF THE CONSULTANCY
 
In collaboration with the project staff, the consultant will undertake the evaluation by collecting data from all the supported training institutions, health workers and any other relevant stakeholders as defined by the project scope guided by the evaluation criteria of relevance, effectiveness, efficiency, impact and sustainability besides documenting learning that should inform the remainder of the project.
 
4.0.        QUALIFICATIONS AND REQUIREMENTS
 
•         Interested consultants should prepare a detailed proposal indicating an understanding of the terms of reference, methodology, budget and work plan.
•         The consultant(s) should have relevant academic qualifications and must be in possession of at least a Masters Degree in Health Systems Management or Public Health related field with a bias in Nursing and Midwifery.
•         Proven experience of successfully undertaking Mid-Term and End of Project Evaluations of similar set-up, size and scope.
•         Knowledge of participatory assessment / development approaches will be required.
•         Knowledge and experience in organizational development approaches including organizational capacity assessment and development.
•        Familiarity with the institutional set-up of the health sector as well as nursing training institutions.
