Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Safety and Security Coordination Section (SSCS) is located in the Office of the Deputy Director General, Head of the Department of Nuclear Safety and Security. The mission of the SSCS is to ensure technical consistency and coordination between the IAEA's activities under the nuclear, radiation, transport and waste safety and nuclear security programmes. The Section comprises three units, the Safety and Security Publications Unit, the Programme and Policy Unit, and the Knowledge Networks Unit.

Main purpose

Reporting to the Head of the Programme and Policy Unit, the Software Engineer contributes to the management and implementation of the activities related to the regional knowledge network, pertaining to nuclear safety in Asia. The Software Engineer provides appropriate advice and support for computerized solutions aimed at improving business processes and systems to facilitate the primary needs of the Asian Nuclear Safety Network (ANSN) and also applies technical knowledge to create effective information systems. The main purpose is developing, maintaining and trouble-shooting the ANSN web-based information system, to facilitate cooperation, coordination and collaboration among ANSN Member States and thereby strengthen capacity building and safety infrastructure development.

Role

The Software Engineer is a focal point for IT issues for ANSN and plays the roles of (1) project managerfor initiating, planning, executing and controlling agreed work; (2) an advisor to management, providing recommendations for improving work processes using IT tools; (3) a coordinator within the Department and Member States in the field of regional networks; (4) a team member, performing relevant software engineering disciplines and supporting ANSN stakeholders; (5) a solution provider, trouble shooting and fixing technical issues; (6) a presenter, lecturing at ANSN IT workshops.

Partnerships

The Software Engineer works closely with the Section's officers and the Member States, to agree on the scope of work to be undertaken, resource requirements and schedules. The Software Engineer also interacts with users that utilize ANSN, both inside and outside the organization, to develop knowledge network solutions and promote most efficient and effective usage of these systems.

Functions / Key Results Expected

  • Contribute to the development of the work programme for ANSN.
  • Provide project management for agreed knowledge network IT solutions and oversee/execute implementation of IT undertakings.
  • Cooperate with Member States, relevant organizations and key persons to facilitate implementation of ANSN activities.
  • Provide software development, maintenance and technical support for existing ANSN applications.
  • Carry out requirement analysis and design of software systems: gather requirements; perform systems analysis, produce use cases and prototypes.
  • Develop and implement software systems with latest software tools and technologies, including acceptance testing, user training and the preparation of documentation. Evaluate and propose technical solutions; design, implement and test solutions.
  • Ensure that the knowledge network IT solutions meet user requirements, are properly tested, adequately documented and conform to established standards designed to promote reliability, accuracy, ease of use and maintainability. Produce documentation, including user manuals and computer source code descriptions.
  • Provide individual and group training to interested users on technical topics.
  • Propose and participate in continuous improvement activities.

Knowledge, Skills and Abilities

  • Familiarity with trends and issues in the area of nuclear safety knowledge networks an asset.
  • Thorough knowledge of project management methodologies as well as knowledge management concepts.
  • Thorough understanding of software engineering processes and life-cycle.
  • Excellent understanding of relational database management software (e.g. SQL Server).
  • Excellent understanding of .Net platform (ASP.Net 2.0) and ADO.Net with ability to troubleshoot technical issues.
  • Ability to analyse complex situations and grasp the critical aspects.
  • Ability to demonstrate openness and flexibility and to respond positively to change.
  • Ability to identify areas for improvement and to generate new ideas to enhance efficiency and effectiveness.
  • Excellent communication skills: report writing, editorial and presentation skills.
  • Ability to gain agreement and commitment from others through negotiation.
  • Ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Ability to keep abreast of new developments.

Education, Experience and Language Skills

  • University degree in computer science/information management with additional knowledge of knowledge network concepts and strategies.
  • University degree or other certification in project management an asset.
  • Minimum of five years of relevant working experience.
  • Experience in project management, including knowledge networks project coordination.
  • Extensive practical experience in information systems management and technologies.
  • Ability to develop and monitor the implementation of multiple complex technical tasks and adhere to project timelines.
  • Fluency in spoken and written English essential.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 805*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
