Team Leader – Senior International Law Reform and Democratic Governance Expert

Location – Malawi
Duration – 38 days
Start date – End of May 2015. The main mission period is 1.5 working months spread over a period of roughly 2.5 calendar months: from end of May to mid-August, 2015.
BiRD is looking for a Senior International Law Reform and Democratic Governance Expert. The specific objective of this assignment is to develop a Strategic Plan (2015-2019) for the Law Commission through a consultative and participatory process.
The candidate should have the following skills and competences:
(a) Fluency in spoken and written English;
(b) Excellent analytical competence and interview skills;
(c) Active listening skills and strong report writing skills.
Profile required (language, education, experience)
Qualifications and skills:
(a) Advanced university degree in law, law reform, legislative process or related field; and
(b)Proven team leadership, team coordination and client liaison abilities.
General professional experience:
(a)Minimum of 10 years of relevant professional experience;
(b)Proven experience in conducting sector specific reviews, institutional assessments and/or evaluation/monitoring missions.
Specific professional experience:
(a)Proven knowledge and experience in law reform and working with independent national law reform bodies in developing countries is essential;
(b)proven experience in the area of law reform and law reform policy advice/analysis in a developing country context is essential;
(c)extensive knowledge and experience of law reform administration and implementation in developing countries is essential;
(d)proven knowledge and experience of law reform management and support programmes;
(e)proven knowledge and experience of public sector capacity assessment, organisational development and change management is essential; and
(f)knowledge of Democratic Governance Policy imperatives in sub-Saharan Africa is considered an asset.
