BiRD is looking for a Team Leader Senior International Penal Reform Expert as part of the Democratic Governance Programme (DGP) 10th European Development Fund in Malawi.
The global objective of this assignment is to offer improved access to quality and responsive justice for all through the development of a parole strategy and implementation plan which would facilitate the operationalization of a parole system in Malawi and reduce overcrowding in prisons through early release of parolees.
The specific objectives of this mission are as follows:
a) To develop a parole strategy and implementation plan for the Malawi Prisons Service;
b) To facilitate a report findings dissemination workshop for stakeholders in the parole system.
The expert will be responsible for overall planning, coordination and management of the mission as well as the overall analysis conclusions and recommendations as drafted and presented in the final mission report and all other deliverables.
The expert should generally have the following attributes and skills:
• Fluent in both spoken and written English;
• competency in the development of a correctional Service/Parole Service strategic plan;
• Excellent analytical and interview skills;
• Active listening and interview skills; and
• Strong report writing skills.
Qualifications and skills
 University degree in any of the correctional management related fields such as social work, criminal justice studies, criminal sociology, and social sciences with a bias of parole, or probation, or extension, or criminal justice based community service.
General professional experience
 Minimum of 10 years of relevant professional experience
 Proven experience in the area of strategy and policy development for correctional services.
Specific professional experience
• Proven knowledge and understanding of criminal justice community corrections interventions;
• Extensive practical experience in plea or probation system administration;
• Previous work experience in running of adult training and workshops;
The proposed starting date for the mission is August 2015 and will run to October 2015.
