1.BACKGROUND
The Government of Malawi intends to scale up the Social Cash Transfer Programme further to cover all 28 districts in the country. A programme document was developed in 2010 which laid out the programmatic framework for the scale-up. In order to guide the final scale up of the programme to reach the remaining 10 districts, an updated strategic programme document is required. The strategic programme document should contain a brief description of the programme design and delivery mechanisms and an overview of Monitoring and Evaluation Framework for the Programme. The programme document should also include an analysis of the financial sustainability of the programme and a detailed budget for the scale up in the last 10 districts as well as long term financing options. Lastly, the programme document should include an analysis of the economic and social impacts of the cash transfer at the household level as well as at the macro level.
Therefore UNICEF Social Policy section is looking for an individual consultant to provide an analysis of the prospective feasibility of scaling-up the Malawi’s Social Cash Transfer Programme in terms of timing, cost, and coverage, taking into consideration changing population dynamics. The programme document should also include analysis of the financial sustainability of the programme from 2017-2021 and an analysis of poverty trends over time and the impacts that the programme will have on poverty reduction at the macro and micro levels. The programme document will update the current programme plan which was developed in 2010.
2.SCOPE OF WORK
  1. Brief description of the programme design and delivery of social transfers (e.g. targeting and approval, delivery mechanisms, links to other social and economic services, and case management procedures).
  2. Detailed discussion of expansion parameters (e.g. projection of coverage rates per district, timeframe for enrollment).
  3. Analysis of financial sustainability (including factors influencing the sustainability, identifying sources of funding or funding mechanisms including donors, government, private sector and an exit/graduation strategy for the programme.
  4. Analysis of the macro and micro economic and social impacts of the Social Cash Transfer Programme.
  5. Monitoring and Evaluation framework with clear Key Performance Indicators including baselines which should be linked to the programme’s Theory of Change.
  6. Detailed costing of programme implementation for 5 years. Two different costing should be generated based on different implementation scenarios: current payment modality (manual with limited e-payment and e-payments at national scale. The consultant should also provide a costing template which can be adjusted by the Ministry to reflect any changes in transfer levels.
Methodology
This assignment will be carried out in partnership with the Ministry of Gender, Children, Disability and Social Welfare, the Ministry of Finance and Economic Planning and Development, UNICEF and the German Government. The analysis should build on existing reports, analysis and programme documents (Operations Manual and its Annexes, the 2010 programme document, and the Costing and Analysis of Transfer Levels for the SCTP (2012) and other relevant reports. The desk review will be complemented by a costing exercise combined with other simulation tools/approaches (such as Poverty and Social Impact Analysis) to estimate impacts at the household level and at the macro level. Interviews with key stakeholders should also be conducted.
3.EDUCATION AND WORK EXPERIENCE
· Advanced University degree in one of the following disciplines: Economics, Development Studies, Social Protection or a related field.
· Minimum 8 years’ experience in social development and/or economics required.
· Prior demonstrated experience in social protection analysis, particularly on economic modelling and statistical analysis.
· Understanding of social protection and social cash transfers in Malawi desired.
· Strong analytical skills with attention to detail.
· Ability to coordinate and work efficiently and effectively with multiple and diverse stakeholders.
· Capacity to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from various sectors.
