Reference – The Democratic Governance Program (DGP) (STE) Mission NR. 05-II Develop a Strategy and Implementation Plan for the Independent Police Complaints Commission (IPCC)
Location – Malawi
Duration – 26 days
Start Date - The estimated start date for this mission is mid-June 2015.
BiRD is looking for a Senior International Police Reform and Accountability Expert. The specific objective of this mission is to develop a strategy for the operationalization of the Independent Police Complaints Commission, complete with an implementation and investment plan.
Candidates should have the following skills and competences:
 Fluent in spoken and written English;
 Excellent analytical competence and interview skills;
 Active listening skills and strong report writing skills;
Profile required (language, education, experience)
Qualifications and skills:
 University degree in law, political science, social science, public/business administration or related field;
General professional experience:
 Minimum of 7 years of relevant professional experience;
 Proven experience in participative planning and strategy development processes, preferably in the public sector context.
Specific professional experience:
· Proven experience in the design and/or implementation of public Sector Reform Strategies in the Malawian context, with a particular emphasis on institutional capacity assessment, strategic planning and institutional capacity building;
· Proven knowledge and understanding of Organisational Development issues is essential;
· Knowledge of the Democratic Governance Sector institutions in Malawi will be an added advantage.
