Senior National Strategic Planning and Institutional Development Expert
Reference – The Democratic Governance Program (DGP) (STE) Mission NR. 09-II Development of a Strategic Plan for the Law Commission (LC)
Location – Malawi
Duration – 28 days
Start date – End of May 2015. The main mission period is 1.5 working months spread over a period of roughly 2.5 calendar months: from end of May to mid-August, 2015.
BiRD is looking for a Senior National Strategic Planning and Institutional Development Expert. The specific objective of this assignment is to develop a Strategic Plan (2015-2019) for the Law Commission through a consultative and participatory process.
The candidate should have the following skills and competences:
(a) Fluency in spoken and written English;
(b) Excellent analytical competence and interview skills;
(c) Active listening skills and strong report writing skills.
Qualifications and skills:
University degree in economics, political science, public administration or related field.
General professional experience:
(a)Minimum of 7 years of relevant professional experience; and
(b)proven experience in participative planning and strategy development processes, preferably in the public sector context.
Specific professional experience:
(a)Proven experience in the design and/or implementation of Public Sector Reform Strategies in the Malawian context, with a particular emphasis on institutional capacity assessment, strategic planning and institutional capacity building;
(b)proven knowledge and understanding of Organisational Development issues is essential; and
(c)knowledge of the Democratic Governance Sector in Malawi will be an added advantage.
