Laboratory Supply Chain Consultant


Chemonics seeks a short-term laboratory supply chain consultant to provide technical support to the Department of Health Technical Support Services – Diagnostics (HTSS-D) of the Malawi Ministry of Health for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President's Emergency Plan for AIDS Relief (PEPFAR), the President's Malaria Initiative (PMI), and Population and Reproductive Health. The laboratory supply chain consultant will provide technical support to the HTSS-D to improve management of (primarily HIV) laboratory supplies in Malawi with a focus on strengthening the supportive supervision for facility-level laboratory staff involved in the management of laboratory commodities. The assignment will entail a number of pre-trip, in-country, and post-trip activities over a period of approximately 44 working days, from July to September, 2017.
Responsibilities Include:
  • Conduct a desk review to understand Malawi's supply chain context and challenges specifically related to laboratory commodities, including a review of Malawi's laboratory standard operating procedures (SOPs)
  • Collaborate with in-country GHSC-PSM project staff to develop laboratory supply chain supportive supervision tools based on the Malawi laboratory SOPs
  • Develop a supervisor's guide for applying the supportive supervision tools
  • Develop a training manual and materials to train supervisors in the application of the supervision tools
  • Work with in-country GHSC-PSM project staff to plan a training workshop for selected laboratory supervisors in applying the supervision tools
  • Collaborate with in-country GHSC-PSM project staff to train approximately 35 central and district-level laboratory supervisors in applying the supervision tools while building the capacity of selected staff to deliver future training sessions
  • Update the supervision tools and training materials, as required, based on training delivery results
  • Prepare a training report with recommendations for ongoing capacity building for the trained laboratory supervisors
Qualifications:
  • Bachelor's degree in laboratory technology, laboratory services management, or related area of study preferred; master's degree in supply chain management, medicine, public health, or related field preferred
  • At least 5 years of relevant professional experience, including providing technical assistance on strengthening laboratory supply chain systems in the developing country context
  • Experience in designing training curriculums and training materials based on an adult learning approaches
  • Demonstrated experience carrying out related or similar tasks in Malawi or in Southern Africa preferred
  • Demonstrated experience in producing high-quality written reports
  • Demonstrated workshop facilitation and adult training skills
  • Ability to clearly and concisely express ideas and concepts convincingly in written and oral form
  • Experience with donor-funded programs or working with international organizations
