The Government of the Republic of Malawi received a credit facility from World Bank towards the Skills Development Project (SDP). TEVET Improvement Plan (TIP), under TEVET Authority, is part of the SDP. The objective of the SDP is to increase access, improve market relevance and result orientation of supported skills development institutions in agreed priority areas.

Specifically, TIP aims at: increasing access to employment-onented skills development programs in rural areas; broadening the range of market-relevant programs at technician level in priority areas in partnership with employers and industry; improving the capacity of quality assurance in the TEVET system and conducting impact evaluation to test the effectiveness of alternative interventions.

TEVET Authority, therefore, intends to recruit suitably qualified and committed individual to fill the following project position:

Position Title: Accountant
Reporting to: Head of Funding and Finance
Division:  Finance and Funding Division
Responsible for : Finance Assistant

Job Purpose
The Accountant shall be responsible for provide prudent financial management services and assist in TEVET Levy inspection and collection services

Key Duties and Responsibilities
  • Consolidates budgets;
  • Monitoring and controlling expenditure;
  • Receipt of payments to the Authority and issuing of receipts;
  • Disbursement of funds implementation;
  • Maintenance and reconciliation of petty cash imprest;
  • Ensuring proper retirement of working advances;
  • Payment voucher verification and issuing of cheques and remittance advices;
  • Reconciliation of bank accounts;
  • Inspections of technical and community colleges accounts;
  • Making bank deposits and withdrawals;
  • Filing of accounting documents;
  • Processing of accounting transactions;
  • Liaising with levy payers, banks and other stakeholders;
  • Handling audit queries
  • Assisting with TEVET Levy inspections and collections;
  • Assisting with levy awareness matters;
  • Monitoring of inventories and office supplies
Job Title : Project Accountant
Reports to : Director of Finance
Location : TEVETA Secretariat – Lilongwe

Job Purpose
To ensure proper recording and monitoring of bank transactions under the TEVET Improvement Plan (TIP) funded by World Bank under the Skills Development Project from 2015 to 2019.

Key Duties and Responsibilities
  • Maintains and implements financial policies, procedures, standards and guidelines as per the Public Finance Management Act guidelines.
  • Reviews all disbursement requests to ensure that they are within the approved budget;
  • Prepares monthly bank reconciliation statements;
  • Acts as Team Leader in project budget preparation;
  • Prepares annual financial reports and monthly management accounts;
  • Prepares cash forecasts for the project;
  • Ensures proper filing of documents;
  • Handles Audits of the Project;
  • Visits the Regional offices, Community Skills Development Centres periodically to verify that resources are optimally used.
Minimum Qualifications, Experience and Attributes
  • Bachelor’s Degree in Accountancy or professional qualifications such as ACCA, CIMA;
  • At least 5 years working experience in World Bank Project;
  • Have demonstrable skills in relevant computerized accounting packages especially in ACCPAC;
  • Be a self-motivated team-player and of high integrity;
  • Have excellent interpersonal skills.
