Partnership and Liaison Officer (Civil Society and Private Sector)


The National AIDS Commission (NAC), established by the Government of Malawi in 2001 to coordinate and provide leadership to the national response to HIV and AIDS in Malawi, seeks to engage the services of a highly motivated, pragmatic, competent and dynamic individuals with the right skills mix and now invites applications for the position indicated below.
THE JOB
Reporting to the Head of Partnership and Liaison, the incumbent will be expected to ensure that the Private Sector and Civil Society Organizations working in Malawi are meaningfully engaged in the national response to HIV and AIDS and that they have adequate capacity to implement HIV and AIDS programmes.
The ideal successful candidate will be expected to perform the following key dupes and responsibilities:
  1. Ensure that Civil Society Organizations and the Private Sector are proactively mobilized to design, plan, implement, monitor and report on HIV and AIDS programmes, in line with the National HIV and AIDS Strategic Plan, National HIV Prevention Strategy and the National HIV and AIDS Monitoring and Evaluation Framework.
  2. Collaborate with MANASO and MBCA in order to ensure that there are adequate inter and intra-sectoral coordination structures and mechanisms for Civil Society Organizations and the Private Sector for sustainable partnerships.
  3. Collaborate with MANASO and MBCA in order to ensure that Civil Society Organizations and the Private Sector have the requisite capacity and expertise to design, implement and monitor HIV and AIDS Programmes; and, mainstream HIV, Gender and Human Rights issues.
  4. Support Civil Society and Private Sector Organizations in identifying practical resource mobilization strategies for the sustainability of sectoral and national HIV and AIDS Programmes.
  5. Provide routine and ad hoc technical support and advisory services to Civil Society and Private Sector Organizations in HIV and AIDS and other related issues, for quality assurance and control.
  6. Monitor and report progress updates as well as emerging issues in the Civil Society and Private Sectors.
THE PERSON
The Ideal candidate should have:
  1. Bachelor’s Degree in Social Sciences, Business Administration or any other related Development Studies
  2. A minimum of 3 years working experience in the HIV and AIDS field.
  3. Able to work on own initiative and with minimal supervision.
  4. Able to think and work strategically, while paying attention to detail.
  5. Analytical skills in the area of HIV and AIDS, particularly pertaining to HIV and AIDS mainstreaming and capacity building.
  6. Excellent written and oral communication skills.
  7. Excellent interpersonal skills.
  8. Project management skills.
  9. A thorough understanding of HIV and AIDS policy and strategic frameworks.
  10. Experience of policy development, analysis, monitoring and coordination.
  11. Experience in gender and human rights issues.
  12. Experience in managing partnerships within complex, multi-cultural and multi-sectoral environment.
  13. Excellent computer literacy (primarily in Microsoft Office packages).

Advocacy Officer

THE JOB
Reporting to the Head of Behaviour Change Interventions, the incumbent will be responsible for coordination and strengthening of advocacy programmes in the national response to HIV and AIDS. The ideal successful candidate will be expected to perform the following key duties and responsibilities:
  1. Coordinate with implementing partners in order to ensure synergies around gender, human rights and other cross cutting issues in HIV programming,
  2. Build and manage strategic partnerships for implementation of rights based and gender sensitive programming.
  3. Ensure that gender, human rights and other cross cutting issues are adequately addressed in HIV and AIDS programmes in tandem with national strategic priorities.
  4. Provide technical support and guidance to implementing partners and other stakeholders on advocacy interventions for adolescents, youth, women, key populations, People Living with HIV (PLHIV), other vulnerable and marginalized groups, as per national HIV Strategic Frameworks.
  5. Ensure accountability and meaningful engagement of key and vulnerable populations in the HIV response, in line with the current national strategic and other relevant human rights and gender frameworks.
  6. Conduct monitoring, supervision, documentation and reporting of programme-related activities, through field visits, analysis of partner reports, external assessments and evaluation reports, and feedback from stakeholders.
  7. Assist in the development of national policies, strategies, programmes and standards for HIV and AIDS advocacy.
  8. Monitor and document national, sub-national and relevant global developments on human rights, gender and their impact on the national HIV and AIDS response.
  9. Maintain a database of strategic and program information including work policies; strategies; programmes; networks; capacity building outputs, resources and opportunities.
  10. Ensure sharing of information, tools and best practices on human rights, gender and HIV with local, national and international partners.
  11. Support planning and implementation of relevant national advocacy events and campaigns with key partners.
THE PERSON
The Ideal candidate should have:
  1. A minimum of a Bachelor’s Degree in Social Sciences, Public Health or any other related development field.
  2. At least 5 years of progressive professional experience in heath and development work, focusing on policy development, advocacy, programme design, implementation and monitoring.
  3. Advanced knowledge and understanding of the HIV and AIDS situation and trends for Malawi, including social, economic, gender and human rights dimensions.
  4. Demonstrated familiarity with national policies, strategies and frameworks on human rights, gender, HIV and AIDS.
  5. Demonstrated capacity and experience in working with Government, Civil Society, Communities and Development Partners.
  6. Ability to plan, organize and prioritize multiple tasks.
  7. Excellent oral and written communication skills. 8 Excellent computer literacy (primarily in Microsoft Office packages).

Corporate Services/Public Relations Officer


The National AIDS Commission (NAC), established by the Government of Malawi in 2001 to coordinate and provide leadership to the national response to HIV and AIDS in Malawi, seeks to engage the services of a highly motivated, pragmatic, competent and dynamic individuals with the right skills mix and now invites applications for the position indicated below.
THE JOB
Reporting to the Executive Director, the incumbent shall be responsible for providing technical, operational and administrative backstopping to the Executive Director in the planning, execution and coordination of his day to day functions, and serve as the Commissions’ Liaison/ Spokesperson. The ideal successful candidate will be expected to perform the following key duties and responsibilities
  1. Arrange and coordinate meetings for the NAC Board of Commissioners and its sub-committees.
  2. Provide secretarial service to the Board of Commissioners and its sub-committees.
  3. Provide secretarial services to the Commission’s Management meetings
  4. Provide general administrative support and technical backstopping to the Executive Director’s office
  5. Continually monitor and analyse all groundbreaking news items on HIV and AIDS on the international and local scene.
  6. Prepare speeches for the Chairperson of the NAC Board of Commissioners, Government officials and other relevant authorities, in liaison with the Executive Director and NAC Heads of units.
  7. Serve as Public Relations/Liaison Officer for the National AIDS Commission 8. Facilitate implementation of the NAC Corporate Communication Strategy, including its standardisation and quality assurance.
THE PERSON
The ideal candidate should have:
  1. Bachelor’s Degree in any of the following disciplines: Journalism, Marketing, Business Administration, Social Sciences, Humanities and Mass Communications 2
  2. At least 5 years’ experience in office management and public relations at a senior level, in a busy corporate environment. Those applicants, that are in possession of a Chartered Institute of Secretaries and Administrators qualification would have an added advantage.
  3. An effective team player with a desire to understand NAC’s plans and operational areas.
  4. Must possess expertise in message development and materials design formatting and production.
  5. Must have experience in editing corporate documents, news items and have the ability to develop press releases.
  6. Conscientious, thorough, systematic person with a high level of integrity.
  7. Open minded, diplomatic with excellent communication, as well as interpersonal skills.
  8. Ability to assimilate information quickly and accurately.
  9. Must be proficient in standard computer applications.
EMPLOYMENT TERMS FOR THE POSITION
An attractive package will be offered to the successful candidates, who will be appointed on a fixed 3 year contract, which may be renewed based on satisfactory performance.
