Project Description:
PRODEPEMES ESTRADAS groups a series of agreed and well identified activities that can start to be implemented with financial support of the EU and inside the National Road Maintenance Programs financed thought the Road Fund.
PRODEMES ESTRADAS is presented as one of the programs implementing the strategy of support to Mozambican SME in the construction sector under the responsibility of the MOPH.
The program is related specifically to the road sector even though some of the aspects will certainly be cross cutting to the rest of the subsectors mentioned in the previous analysis.
Moreover the definition of SMEs includes small and medium national contractors and consultants. National means that the companies targeted are established in Mozambique according and respecting national existing laws.
The services have two distinct components: (i) directly implemented actions and (ii) supporting actions. Depending on the hierarchies of the actions the nature of the service can be mixed.
Qualifications and Experience:
Key expert 1: Team Leader – Project coordinator
He/she will be responsible for the whole coordination and implementation of the program and will have a technical profile. He is responsible for reporting to the steering and scientific committees.
Qualifications and skills
Minimum: Degree in civil Engineering or equivalent. A proven solid technical background in the construction sector is required.Strong ability to write and edit documents in English is a prerequisite.Ability to communicate in Portuguese will be an advantage.
General professional experience
At least 10 years professional experience in the areas of project management and/or advisory services in the construction industry.Must have proven experience in coordinating Technical Assistance and/or capacity building programmes and be able to work in English and Portuguese.Specific professional experienceMinimun experience of at least 5 years in the Road sector.Minimun experience of at least 3 years in positions integrated in the private sector as a contractorRelevant & recent professional experience in the development cooperation environment (a minimum two relevant positions of more than 6 months duration in a full time position) will be an advantageRecent experience in EU funded road maintenance projects will also be an advantage.
Key expert 2: Training manager
He/she will be responsible for the whole coordination of the training program as well as for the establishment of a quality control system in this particular component.
Qualifications and skills
Minimum: Degree in civil Engineering or areas related to construction.Excellent communication in Portuguese. .Proven capacity to prepare and present training modules in the field of construction will be an advantage.
General professional experience
Minimum 5 years experience of management of training programs.Vocational training experience as trainer will be an advantage.Specific professional experienceRecent experience in institutional capacity building in the construction sectors or in programs related to private sector development in the construction sector.Recent experience in the SME support programs in the construction sector will be an advantage.Experience in developing countries will be an advantage.
Key expert 3 and 4: Permanent contractor mentors
The mentors will be in charge of coaching selected SMEs. The mentors will have to communicate in simple language and must have vocation for teaching and sharing experience. They could also be required assist in theoretical and practical training.
The mentors will be expected to cover basically two areas of work: i) the role of the works foreman for bituminous seal and application ii) the role of equipment maintenance manager for road pavement maintenance plant.
Qualifications and skills:
Minimum: diploma of a technical domain related to road construction sector and/or machinery and equipment.Communication in Portuguese is essential. English will be an advantage.
General professional experience:
15 years of relevant experience on road programmesAt least 5 non continuous years as trainer in fields related to the construction industryExperience of working with Small and medium contractors will be an advantage.Specific professional experience:5 years in an implementing position as a contractor in the implementation of paved road projects.Experience of working in the region in a position related to management of subcontractors in the framework of road construction (or maintenance) projects will be an advantage.
Duration and Location of Assignment:
The period of implementation of the contract will be 36 calendar months from this date.
Theoretical and practical part of the training program could be implemented in the existing Centro Formação de Estradas in Chimoio.
The coaching will be implemented in a number of provinces that will be defined during the start-up phase.
General activities (working groups), steering meetings and institutional activities will be partially centralised in Maputo and in selected provinces. The experts will be based in one of the selected provinces, which is the normal place of posting in terms of the contract.
