OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
Our Client intends to develop a new regional forestry programme focused on wood fuels in the Miombo woodlands of eastern and southern Africa. The overall aim of the programme will be to promote sustainable wood fuel energy systems that improve livelihoods and reduce deforestation rates (and associated carbon emissions). It will take an integrated approach, supporting interventions along the entire wood fuel value chain, and recognising wider land uses and ecosystem services within these woodlands.
GENERAL FUNCTIONS
The potential programme could include a focus on (list not exhaustive):
• Advocacy: dispelling misconceptions about the sector and elevating the national status of wood fuel to help ensure it is more systematically considered in energy sector planning and to build the political appetite to address tricky policy issues.
• Policy and Regulatory frameworks:testing alternatives and establishing policy and regulatory frameworks required to attract investment in sustainable biomass systems (e.g. taxation, land tenure regimes, forestry and energy sector reforms. This may also consider regulatory issues concerning trans-boundary wood-fuel trade).
• Capabilities and technical support:e.g. to decentralized forest authorities (for extension services, monitoring, law enforcement, revenue collection, transparency etc.); or community groups (community based forest management and local level governance of resources).
• Technologies:to improve efficiency and safety.
• Financing mechanisms:to support investment from small-scale and commercial wood-fuel energy producers.
• Knowledge and evidence: improving data and analytics (such as statistics on supply and demand, and impacts on forests and abatement potential); improving coordination across programmes, policies and actors; and building and sharing evidence of what works across the region.
• Pilot/demonstration interventions:working at a landscape scale across the region, and along value chains.
Objectives
• Research and implement reduce emissions from deforestation and degradation (REDD+) solutions for the area.
• Establish the evidence base and Theory of Change for a possible DFID intervention, focused on Wood-Fuels in the Miombo woodlands of east and southern Africa.
• Identify and assess potential approaches and delivery options for a DFID intervention
• Identify and engage with key stakeholders working on this issue in the region.
• Review and analyze the relevant literature to establish a Theory of Change (ToC) for the programme and to identify an initial list of intervention options, including expansion and/or building on existing interventions mapped as part of this work, as well as filling any gaps identified.
• Facilitate a stakeholder workshop towards to present and discuss the findings of this work. The workshop will:
o Summarize and share the findings of the study and with a range of stakeholders
o Show case examples and case studies of successful partner approaches working on this issue
o Facilitate a discussion on potential options and approaches to address this issue
o Refine the Theory of Change and intervention options
Deliverables
• Submission of draft Options Paper – including summary of relevant literature and a narrative and diagrammatic representation of the ToC (month 3)
• Workshop to discuss and disseminate draft findings of ToC and Options Paper (during month 3)
• Final Options report, with an executive summary and annexes (month 4)
• Write up of regional workshop (month 4)
• BTOR report for each country visit, including list and summary of key meetings, and main conclusions (month 6)
• Draft Options Appraisal (month 6)
• Final workshop to discuss and findings in the Options Appraisal and validate recommended option (month 6)
• Final Options Appraisal, integrating feedback, with an executive summary and annexes (month 7).
ESSENTIAL EXPERIENCE
Education
· An Advance Degree in Environmental Sciences / Agricultural / Sustainable Development or other such related field
· Knowledge in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of data and statistical analysis systems.
Work Experience
· Minimum 7 years Environmental and Project working experience including infrastructure designing;
· In-depth knowledge of environmental policies and programmes in woodlands and/or experience in African region is highly desirable;
· Knowledge and experience of project management, research, data analysis and report writing
