PROGRAM MANAGER - CHILD HEALTH

Inter Aide launched its first community programs in Malawi in 1992 and is now working in the following fields:
· Sanitation, access to drinking water and hygiene promotion
· Water supply system maintenance
· Infant and child health
· Agriculture and support for family farming
The child health program has been running since 1997 and today Inter Aide is active in Lilongwe district (one health centre catchment area) and Phalombe district (two health centre catchment areas).
The Child Health Programs in both districts are joint programs between Inter Aide and the Ministry of Health. Our goal is to reduce the number of children under five years old, including neonates, who get sick or die from preventable diseases. This is achieved by:
  1. Increasing the number of children receiving early diagnosis and treatment for malaria, diarrhea, and pneumonia.
  2. Increasing the number of parents implementing prevention behaviours, including using latrines, washing hands and having their child sleep under a bed net.
  3. Reducing the number of complications during pregnancy and birth through increasing the use of safe delivery services and family planning.

Inter Aide is currently looking for a full-time Program Manager, who will have full responsibility for the child health program in Phalombe district. The Program Manager reports directly to the Area Manager who is based in France.

RESPONSIBILITIES

· Work with the program assistant to develop and regularly adjust the program strategy and work plan. Ensure that the program strategy is based on the latest evidence and best practices.
· Ensure that all activities are implemented according to the plan, including regular supervision in the field.
· Liaise regularly with district level partners, including district health office and other NGOs. Liaise periodically at national level with ministries and international organizations.
· Ensure that the program has procedures in place to control the use of resources and funds. Conduct period audits to confirm this.
· Ensure that the team is managed in a participatory / inclusive way, and that employees are assisted with personal development.
· Progressively delegate tasks to your team while building their capacity.
· Write internal field reports and an annual report with accurate information collected by yourself and provided by the program assistant.
· Prepare monthly budgets and funds requisitions to the Area Manager for approval.
· HR and administrative management of about fifteen people subordinates at the moment and more to come.
· Ensure that monitoring and evaluation is conducted for all program activities using appropriate methodologies. This includes designing and implementing baseline and endline surveys, and doing statistical analysis and report writing.

SKILLS AND EXPERIENCE REQUIRED

· A university degree in Public health or related field.
· Relevant experience in project management, including managing subordinates (minimum 2 years).
· Basic to intermediate skills in statistics, epidemiology and rigorous data analysis.
· Ability to listen, to be diplomatic and to delegate.
· Rigor, organisation, relationship building and negotiation skills.
· Mobility, aptitude for field work, flexibility, and dynamism.
· Ability to communicate in a multi-cultural environment.
· Fluent English is mandatory.

Conditions of employment

· 6 month fixed term contract and then unlimited-duration contract.
· Minimum 2 year commitment expected
· Net pay of 1127 € per month (13 months a year) + living stipend

· Repatriation insurance + Annual return airfare to France"
