Job Summary
Provide M&E technical assistance for the Ministry of Health STI/HIV/AIDS Prevention Program (PNC ITS/HIV/SIDA) to ensure institutional capacity for monitoring and evaluation of strategies and activities planned and implemented in the areas of STI, C&T, PEP/GBV/ICP, CM/CMC/Condoms, and MARP.
Key Responsibilities
- Build the technical capacity of counterparts in efficient and effective data collection, reporting, analysis, quality control, and dissemination/feedback processes.
- Collaborate with Project team to design, pilot, evaluate and implement new primary and M&E data collection tools (forms, record books, etc.).
- Design methodologies and procedures for calculating targets of prevention related activities.
- Participate in the quantification of inputs required for planned activities.
- Provide support to the Project team to create a research plan focusing on HIV prevention studies.
- Provide technical assistance in operational research including protocol development, data collection and analysis, as well as reporting and research paper development.
- Contribute to building staff monitoring and evaluation capacity (e.g. conduct trainings on M&E basics for National Health System staff and/or participate as a lecturer in the Masters of Public Health program at the University of Eduardo Mondlane).
- Collaborate with other MOH departments/programs so that information flows are consistent and ensure there is no double counting and reporting of information on parallel systems.
Skills Prerequisites
- Knowledgeable of M&E systems in Mozambique (both paper-based and electronic systems), especially Health and HIV/AIDS related systems.
- Computer literate in Microsoft Excel, including usage of formula and graphs.
- Knowledge of statistical analysis and interpretation using Excel and SPSS (or other statistical software like R, Stata, SAS, etc.).
- Participation in scientific research and/or operational research including protocol development, field work, and data analysis and dissemination.
- Language skills (Portuguese, and preferably English), public communication and team work skills.
- Ability to work without supervision, with a sense of accountability and integrity.
- Bachelor's degree, or preferably a Master's degree, in Public Health, Epidemiology, Statistics or other related areas preferred.
- Over 5-7 years of field work directly related to the position preferred.
Minimum Qualifications
BA with 3 – 5 years of experience OR MA/MBA (Entry Level) years of experience OR the equivalent combination of education and experience.
