Program Overview
Pathfinder is seeking a Clinical Advisor candidate for the CDC Increasing Access to HIV Prevention, Care and Treatment Services for Key Populations in Mozambique project. The purpose is to support the implementation of integrated HIV/AIDS prevention, care and treatment programs tailored to the Key Affected Populations (KAP) in the Republic of Mozambique.
Key Responsibilities
Clinical Services for KP:
· Support development of curricula, policies and strategies, manuals, guidelines, tools and job aids and other relevant materials for KP friendly services;
· Development of a system for provision of HIV, STI and TB counselling and testing as well as supervision for KAP at community level;
· Work closely with the Principal Investigator and the senior management team to set the strategic direction of the project, and ensure implementation at the community and clinical levels;
· Actively support elaboration of project technical documents such as strategies, training curriculum, content of IEC material, quality assurance tools, mentoring and supervision guides;
· Travel to the project sites to support the development and implementation of integrated work plans which lead to attainment of corresponding results;
· Support facilities and providers to implement integrated friendly clinical services for KAP, including training, development of job aids, patient flows, etc;
· Development/strengthen referral mechanisms between community and health facilities;
· Tailor MOH positive prevention and GBV strategies to address KAP needs;
· Ensure quality of provision of friendly clinical services for KAP;
· Develop and present technical papers and technical reports in the areas of KAP;
· Ensure that the quality of work in the project’s portfolio is up to the standard of Pathfinder International and its competitors;
· Conduct regular formative supervision to health facilities, HIV counselors at community levels partners;
· Liaise with Pathfinder’s technical teams at headquarters and with donors in order to respond to queries, information requests and to solicit technical information;
· Support proposal development for the country office ;
· Support the development of monitoring plans.
Collaboration with government and other partners:
· Propose and develop collaborative linkages with program- level government institutions, other relevant organizations and NGOs to promote and strengthen Pathfinder’s work in country;
· Attend relevant government and partner’s meetings to further develop collaboration and to obtain new methods and ideas in his/her area of responsibility;
· Build and maintains effective working relationships with government agencies, donors, and both international and local collaborating partners;
· Establish cordial and functional relationships with MOH, CDC as well as with other related partner organizations;
· Advocate and liaise with USG clinical partners for the provision of HIV care and treatment services for KAP, as well as for the provision of integrated FP and other services;
· Advocate with MOH and NAC for policy development regarding KAP HIV prevention care and treatment.
Management capabilities:
· Ensure that program activities are in-line with work plans and conducive to expected and committed results and targets;
· Elaborate program reports as per work plan and according to due date while ensures all activities are captured and reported and that the reports are accurate and verifiable;
· Ensure that any outstanding issues are dealt with swiftly and effectively following identification of bottlenecks and problems in program implementation;
· In collaboration with the Principal Investigator, ensure that the management of financial resources is in compliance with Pathfinder policies;
· Support project document efforts such as technical briefs, success stories , best practices, PPT, fact sheets, abstracts, and articles to be published.
Research and Studies:
· Support development of protocols and research guidelines related to HIV prevention care and treatment;
· Ensure that international ethical principles on human subjects are fully observed and implemented accordingly;
· Coordinate the implementation of field work including training, data collection, data entering and analysis;
· Support elaboration of reports and dissemination of findings. Basic Requirements · Master’s degree in business or public administration, social work, public health, or other related field.
· Minimum of 8 years of progressive experience managing HIV prevention, care and treatment activities, with focus on KAP.
· Development of capacity building and technical assistance among and collaboration between Governmental and non-governmental partners.
· Experience in formative research and intervention design, implementation, and management of HIV and Reproductive Health and other public health/international development programs.
· Ability to manage projects, set realistic priorities and objectives, and meet those objectives.
· Knowledge of demand-driven intervention in the health sector.
· Demonstrated experience working across a diverse set of partners and stakeholders, local NGOs/PVOs, and public/private agencies.
· Experience in monitoring and evaluation and reporting on donor-funded programs.
· Familiarity with knowledge management and information sharing practices.
· Ability to work well with others and to communicate effectively.
· Ability to coordinate diverse activities.
· Fluency in spoken and written English and Portuguese required.
· Strong computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.
· Ability and willingness to travel In-county.
