Function: Under the direction of the Country Director, the Director of Programs maintains overall responsibility for the project design, implementation and coordination of all the programs/projects within the Malawi Country Office. The Director of Programs will assist the Country Director in the development and implementation of long-range strategic visions which complements global plans of Heifer International and Heifer's Africa Area Programs. Responsible for supervision and evaluation of Project Managers and the design, implementation, evaluation and analysis of Country Programs activities, as well as financial management and budget control. Under the delegation of the Country Director, the Director of Programs will also represent Heifer Malawi in various fora and partnerships.
Required Skills
Responsibilities:
  1. Provide leadership and direction to the process of long, medium, and short term planning of the Country program portfolio.
  2. Develop strategic framework of the country programs which reflects Heifer Malawi priorities, in order to ensure quality, impact, scale and cost-efficiency.
  3. Support the Country Director to design and develop plans to combine long range funding and programming needs and manage the program portfolio.
  4. Lead the proposal development process and ensure compatibility with the priorities and orientation of Heifer Malawi Country Program.
  5. Ensure timely submission of all project reports to Heifer Headquarters and donors.
  6. Provide leadership to project managers, and regularly monitor and assess their progress on the job.
  7. Identify capacity gaps and delegate the distribution of human resources as needed to fill gaps or build capacity.
  8. Manage project budgets in line with donor requirements.
  9. Assure Project Manager's compliance with contractual regulations and procedures of the donors.
  10. Ensure that Project Managers operate within stipulated budgetary controls that meet both Headquarters and donor requirements.
  11. Support the Director of Finance to facilitate all project audits, and advise Country Director on follow ups on the implementation of any recommendations emanating from such audits.
  12. In collaboration with the Planning, Monitoring and Evaluation Manager, develop an appropriate system of monitoring and evaluation to assure that all programs are of the highest quality, achieve impact and scale, and that the programs/projects are well documented.
  13. Support Project Managers to develop well prepared program operational plans and budgets.
  14. Assure the implementation and evaluation of baseline, periodic and finals, presents semi-annual and annual reports, donor reports and impact reports, as appropriate.
  15. May perform other job-related responsibilities as assigned.
Required Experience
Minimum Requirements: Bachelor's degree plus seven (7) years' job-related experience.
Preferred Requirements:
  • Master's Degree in the fields of agriculture, natural resources, resource development, rural development administration or other related field with at least five (5) years of relevant experience.
  • Minimum of three (3) years of experience in rural development and management-level work.
Most Critical Proficiencies:
  • Knowledge of budget preparation and monitoring.
  • Knowledge of and experience with the non-governmental/private voluntary organization approach, and knowledge of global sustainable development essential; international experience and knowledge of hunger organizations desirable.
  • Collaborative, team-building skills with strong systems thinking, organization and management skills.
  • Demonstrated written and oral fluency in English.
  • Strong analytical and problem-solving skills.
  • Skilled with computers as a tool for word processing, database, email, spreadsheets, and organizing.
Essential Job Functions and Physical Demands:
  • Demonstrate ability to use participatory management skills with junior and senior country office and field staff.
  • Ability to manage and execute multiple tasks with minimal supervision while meeting sometimes inflexible deadlines.
  • Preparing and presenting documents in a well-designed and attractive format with superior attention to detail.
  • Proven team leadership and supervisory skills with the ability to train and work cooperatively with a diverse staff, including field staff in several locations.
  • Ability to lift and carry up to 30 pounds (14 kilograms) floor to waist.
  • May require constant sitting; working at a computer and focusing for extended periods of time and performing office environment activities while on the road and/or in remote conditions.
  • Motivated to work with little supervision.
  • Proven interpersonal and communication skills with the ability to relate to individuals and groups diplomatically and tactfully.
  • Demonstrated ability to work with advisory and governing boards.
  • Working with sensitive information and maintaining confidentiality.
  • Willingness and ability to travel extensively, both in-country and internationally.
