DescriptionPosition Summary: Pact seeks a Chief of Party (COP) for an anticipated USAID-funded civil society strengthening project in Malawi. The candidate will serve as the principal institutional liaison with USAID; and will be responsible for overall management of the capacity development project, ensuring the project is progressing appropriately and meeting objectives. The candidate will also provide technical leadership; team management and mentoring; policy advocacy; government and partner liaison; and oversight of programmatic and financial management and reporting.

This position is contingent on funding.

Responsibilities:

• Responsible for overall management, technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to USAID.
• Ensure rapid roll-out and supervision of activities. This includes leadership, direction and guidance to subgrantees, subcontractors and consultants
• Oversee hiring, management and development of staff to ensure a diverse, skilled and productive workforce and promote an organizational culture where Pact’s values are practiced.
• Effectively work with other consortium members to assure a coordinated and timely execution of workplans.
• Oversees planning, quality assurance and supervision of program monitoring, evaluating, and reporting;
• Provides technical leadership, training and oversight of program activities;
• Provides oversight of delivery, management, and monitoring of subgrants;
• Provides oversight of financial management and procurement;
• Serves as Pact liaison to USAID and partners in the field;
• Coordinates with appropriate stakeholders in all aspects of project planning, monitoring, and implementation;
• Ensure compliance with and implementation of all donor-related, Pact, and project specific policies;
• Negotiate Pact annual budgets and revisions to the scope of work, as required;
• Other duties, as assigned.

Qualifications:
• A graduate degree (Master’s Degree or higher preferred) in a similarly related field of study, preferred.
• Five years’ experience as a Chief of Party/Director and/or Deputy Chief of Party or Deputy Director of a large development program, of which experience in Malawi or Southern Africa is preferred;
• Experience interacting with developing country government, international organization, other bilateral donor and civil society representatives and senior level government officials;
• Five years of demonstrated experience in the successful implementation of international development activities, with preference given to civil society strengthening activities;
• Five years of relevant and diverse experience managing and coordinating complex development programs, preferably in Malawi;
• Previous experience in development of capacity of local organizations and knowledge of Capacity Development methodologies;
• Management of a USG cooperative agreement or contract at least five years of which shall have been in senior program management including direct supervision of professional and support staff;
• In-depth understanding of the role of civil society in development and experience in development capacity for civil society organizations;
• Demonstrated ability to establish and sustain professional relationships with civil society organizations and host country government counterparts;
• Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service orientated NGOs, civil society organizations, donors, etc.; and
• Strong communication skills, strong interpersonal skills, must have a proven ability to develop and communicate a common vision among diverse partners, and lead a multi-disciplinary team.
