DescriptionPosition Summary: Pact seeks a Finance & Administration Director for an anticipated USAID-funded civil society strengthening project in Malawi.

This position is contingent on funding.

• Oversee program implementation and logistics for all components of the project including rapid roll-out; and working with the COP to manage project financial and operations staff;
• Oversee grants management, financial management and procurement;
• Provide oversight on all program related financial matters;
• Manage the project budget ensuring all costs incurred by Pact are accounted for and in compliance with local laws;
• Provide technical assistance to improve the systems of internal control and financial management of partners;
• Develop and maintain sound financial management systems in line with USAID rules and regulations and Pact’s world-wide policies and procedures, and accounting principles;
• Ensure financial reporting is in accordance with USAID cooperative agreement requirements and provide reports to relevant stakeholders;
• Establish/maintain financial controls and procedures for the management of sub grants and sub contracts;
• Produce budget projections and reports for submission to the donor through the DC office;
• Monitor and review partner’s annual audits and monthly expense reports, ensuring that reports expenses are auditable and verifiable;
• Work closely with Pact’s grants and administration units on program related matters;
• Oversee HR management and processes;
• Perform other duties, as assigned.

Qualifications:

• Bachelor’s degree or higher in financial management, accounting, financial analysis, development finance, budgeting, macroeconomics, and/or applied economics, or a closely related field;
• At least 5 years of progressively responsible experience in accounting, auditing or financial management or equivalent;
• Previous experience of development or enhancing civil society organizational financial management capacity;
• Five years of relevant grants and short term contract management experience;
• Knowledge of applicable USAID/USG rules and regulations;
• Ability to set-up financial regulation systems with partner organizations to ensure efficient and accurate disbursement of funds;
• Evidence of excellent interpersonal, management and team development experience; and
• Excellent written and oral communication skills.
• Experience in Malawi, preferred.
