Senior Technical Advisor, Malawi Orphans and Vulnerable Children and Care Programs

The Senior Technical Advisor, OVC & Care Programs is responsible for overseeing the OVC component of the project. S/he will supervise all activities at the community levels relevant to orphans and vulnerable children and impact mitigation responses. Working in closer link with other relevant staff of awardee and community-based organizations, s/he will oversee the identification of vulnerable families, and their children and plan intervention with them. S/he will coordinate the referral services and ensure continuum of care from the community to the health facilities and vice versa.

RESPONSIBILITIES INCLUDE:
  • Provide leadership and coordination in the development, dissemination and promotion of grant strategies, standards and tools in the technical area.
  • Provide technical expertise to grant staff and stakeholders, including needs assessments, program design, start-up, phase-in, phase-out, communications, reporting, monitoring and evaluation activities and ad-hoc needs.
  • Develop reporting and evaluation processes for performance management of grant.
  • Ensure grant implementation standards meet or exceed donor expectations.
  • Provide expertise for the program development, if required.
  • Lead, participate in, or facilitate assessments, surveys or evaluations as necessary for risk management, standards setting, policy formation and program development, and achievement of programme objectives.
  • Collaborate with SO IPG teams and Regional and National Offices to develop and conduct training in program methodologies and concepts, including program design, monitoring and evaluation, if required.
  • Encourage and facilitate the documentation of best practices and lessons learned, directed toward multiple audiences, to influence policy formation, develop capacity and foster professionalism.
  • Perform other duties as assigned.
REQUIRED SKILLS INCLUDE:
  • Provide strategic technical guidance to the Project’s HIV/AIDS programs to ensure best practices, appropriate new developments and lessons learned from reviews and evaluations.
  • Provide technical advice for ongoing project implementation of the Project including.
  • Quality and effective management of ongoing programs, design of program materials/messages and quality monitoring of the set indicators.
  • Lead the identification and development of new programs, staff and actively seek new funding opportunities.
  • Provide point of contact for donors on technical issues related to the Project.
  • Assist in building the capacity of the Project partners in project management, evaluation and review.
  • Represent the project and World Vision interests at meetings, workshops and conferences.
  • The Senior Technical Advisor, OVC and Care Programs must have at least 10-15 progressive years of experience as a Specialist with a reputable NGO or donor agency.
  • A minimum of a Master’s Degree or higher in Public Health, International Development, Sociology or the equivalent in a field related to health and HIV/AIDS programming.
  • Knowledge of Health and HIV/AIDS service delivery in the public and private sector in Malawi and in other sub-Saharan African countries, including health promotion and a sound understanding of the social, economic and cultural determinants and implications of the HIV epidemic in Malawi.
  • Excellent organizational, analytical, and oral and written communication skills (in English).
  • Past experience of working with USG supported projects and knowledge of USG and PEPFAR financial rules, policies, regulations, procedures, and documentation at a senior level.
  • Strong track record in government grant acquisition
  • Experience and familiarity with USG reporting requirements.
  • Broad 3-5 year experience in the technical area/s.
  • Minimum of one year program planning experience.
  • Field-based international NGO work experience in Community Development and HIV and AIDS project or program leadership, with a minimum of 3 to 5 years total development experience.
