Report to the Chairperson of the MGFCC, who currently is the Secretary to the treasury, Shall provide support to the Committee and the govt of Malawi in overseeing implementation of GF supported programmes in Malawi and preparation of new GF requests for funding, The incumbent will also work with a wide range of development partners, the civil society and private sector in the national response to AIDS, Tuberculosis an d Malaria and the health sector in general
 
Ensure that all functions of the MGFCC Secretariat, specified in the Terms of Reference are carried out, Supervise other MGFCC Secretariat staff, Organise all meetings of the MGFCC and serve as Secretary for the meetings, Coordinate preparation of GF proposals, Coordinate communication between and Global Fund Geneva and the MGFCC with involvement of the local fund Agent, Oversee the Secretariat’s annual work plan and budget and submit it to the MGFCC for approve, Provide regular reports to the chairperson of the MGFCC regarding the work of the MGFCC and any emerging issues or challenges encountered , Submit progress updates to the MGFC on the activities carried out by the Secretariat and any challenges encountered, which shall be subject to review by the Chairperson of the MGFC, Represent the Secretariat as may be directed by the MGFCC Chairperson, Coordinate sourcing of effective technical and financial support and advice to the MGFCC and ensure high-quality technical expertise is sourced, contracted, and monitored on an as-needed basis, Support the strengthening of effective information systems on MGFCC issues and ensure that all relevant information relating to Global Fund grants in Malawi is made available in a timely manner to all relevant parties
 
A postgraduate degree or equivalent qualification in social sciences, management or other related disciplines, At least 10 yrs of progressively increasing professional responsibility, experience working with high-level officials from the Govt, local and international NGOs and development partners, Knowledge and experience in coordinating development and oversight of Global Fund and other public health programs in resource poor settings, Demonstrated ability to assume a high-level role to develop key relationships effectively and to acquire new knowledge and skills quickly, Demonstrated effective program and managerial expertise with financial management experience, Ability to work as a member of a team and to work constructively with a wide range array of partner sand stakeholders, A commitment to gender equity and to improving the health services especially for the poor and under-served, Excellent diplomacy, interpersonal and facilitation skills, Self starter who demonstrate initiative leading to results
 
The Executive Secretary will serve for at least 2 yrs based on availability of funding from the GF and other partners, S/he will be based in Lilongwe and will be expected to travel within Malawi and occasionally externally as required
