Legal Officer – Grade M5
Reporting to the Senior Legal Officer, the Legal Officer will be responsible for ensuring that the Authority’s business is transacted according to the laws of Malawi and other relevant legal frameworks
Providing legal interpretation of the Laws of Malawi in respect to the business transactions of the Authority, Actively participating in the development and review of laws pertaining to the sector, Proposing Authority’s procedural rules, Attending to hearing processes and arbitrating enemy regulatory related disputes and consumer and operator complaints, Representing the Authority in legal dealings, including dispute resolution, contract negotiations and litigation, Communication legal licensing requirements to regulated firms and new applicants, Evaluating the legality of documents issued or approved by the authority such as licences, codes and orders, Processing legal documents for the Authority, including licence applications, special reports from licensees and relevant from the public and Govt, Proposing licensing criteria/guidelines on legal aspects, Undertaking legal research, Preparing relevant reports, Preparing, reviewing and drafting agreements including international conventions analysis, Preparing and issuing licences, Representing the Authority on legal matters involving the Govt and other stakeholders, Proposing by laws pertaining to the sector
Must possess Bachelors Degree in Law, Must demonstrate thorough knowledge of the Energy Sector, Must have at least 3 yrs of relevant experience, Must have a valid practicing licence
Director of Fuels and Gas Regulation – Grade M2
Reporting to the Chief Executive Officer, the Director of Fuels and Gas Regulation shall be responsible for ensuring adherence to safety, environmental and quality standards in the supply and use of Fuels and Gas set by the Authority
Developing Directorate’s plans, programmes, projects and budgets based on priorities within resources allocated, Formulating, implementing and monitoring short-term and long-term fuels and gas operation strategies, Taking lead in the development of fuels and gas technical specifications including safety, environmental and quality standards for the existing and potential investors, Developing and implementing monitoring mechanisms to ensure that all players in the sector comply with standards set by the authority, Coordinating the appraisal process of licence applications and ensure compliance with internally acceptable public and occupational safety, environmental and quality standards, Liaising with and representing the Authority on technical matters relating to fuels and gas involving Govt of Malawi and other stakeholders, Allocating and supervising the work of the Senior Energy Regulatory Specialists, Developing, implementing and maintaining licensing criteria/guidelines for fuels and gas, Analysing inspection reports on new and existing players in fuels and gas recommending appropriate action to management, Monitoring, evaluating and certifying installation of fuels and gas equipment and infrastructure, Monitoring and evaluating the efficiency and performance of Fuels and Gas energy sub sectors in meeting agreed key performance indicators, Representing the Authority at meetings
Must possess a Master’s Degree in Science, Chemistry or Engineering, At least 10 yrs experience at Senior Management level in a reputable organization, Must demonstrate experience in team-building initiatives, Must demonstrate thorough knowledge of the Energy Sector
