CONTEXT
Inter Aide launched its first programs among particularly deprived rural communities in Malawi in 1992 and is now working in the following inter-related fields: Sanitation, access to drinking water and hygiene promotion ; water supply system maintenance ; Infant and child mortality reduction and Support of family farming.
Inter Aide carries out programs in the central region (districts around Lilongwe) as well as in the South (Zomba and Phalombe districts).
The activities in water, sanitation and hygiene have started in 2011 in the district of Phalombe in parallel with a food security and a health program. This program aims to achieve a sustainable improvement of the sanitary conditions of the most deprived rural communities in facilitating the access to drinking water, increasing awareness of the importance of hygiene and inciting people to adopt improved behaviours (the use of latrines, the protection and treatment of drinking water and hand washing).
The program is structured as follows:
- The animation and training on hygiene promotion and sanitation based on a participatory approach ;
- The rehabilitation and building of infrastructures (protected water points and family latrines) ;
- The strengthening of management committees and the maintenance of water supply systems.
Inter Aide is currently looking for a full-time Program Manager, who will have full responsibility for this program.
TASKS AND RESPONSIBILITIES
The mission of the Program Manager is to ensure the success and the sustainability of the program in the district of Phalombe (1 hour from Zomba). She/he will refer to the « Chef de secteur » based in France. Her/his main responsibilities are the following:
- Supervise and train the members of the team in order to insure the quality of the trainings within communities and to strengthen village committees (10 people) ;
- Manage the human resources (contracts and salaries) according to the local law ;
- Support and accompany the technical team (5 technician and bricklayers) for the construction/rehabilitation of water related structures (old gravity water networks and drillings as well as hand-dug wells) and family latrines ;
- Develop further the implementation of water supply system maintenance with our local partner the NGO BASEDA ;
- Actively and concretely collaborate with local authorities in order to formulate actions to be taken in a sustainable manner (gravity fed networks, water supply system maintenance);
- Supervise the monitoring and evaluation of the program;
- Identify the areas of action and communities to be prioritized in the targeted area and plan the extension of activities (within the same district) ;
- Prepare operational and financial reports to be shared with the rest of the team based in France: frequent activities reports, accountability and budget and expense forecasts.
SKILLS AND EXPERIENCE NEEDED
- Graduate engineers and technicians in hydraulic, civil engineering or hydrogeology. First experience in gravity water networks management preferred
- First professional experience required, preferably in a developing country
- Capacity to support local partners (ability to listen, to be diplomatic and to delegate)
- Rigor, organisation, relationship building and negotiation skills
- Strong ability to work independently; energy, enthusiasm, and innovation in problem solving
- High level of patience and flexibility
- Fluent in English (working language), knowledge of French, a plus
CONDITIONS OF EMPLOYMENT
- Limited-duration contract for the first 6 months and then unlimited-duration contract
- Moral commitment of 2 years expected
- Net pay of 1.121 € per month (13 months a year) + living stipend
- Social security + repatriation insurance + annual return airfare
- Couple status (accompanied post) can be considered for this position
