The Clinton Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III, has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.

In 2005, CHAI signed an MOU with the Malawi government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART for children, strengthen the Malawi’s Lab system, and scale-up an integrated nutrition program for children. CHAI’s support to Malawi has expanded to include Human Resources for Health, Vaccines (pneumococcal and rotavirus), and Health Financing.

Position Overview:

The Clinton Health Access Initiative (CHAI) seeks a Program Manager for Health Financing based in Lilongwe to help the Government of Malawi address critical funding shortfalls in the health sector.  Malawi faces a challenge of limited resources for health prevention and treatment activities, and CHAI has partnered with the government to seek new sources of financing and to realize maximum impact from existing financing. As part of CHAI’s Health Financing team, the Program Manager will provide strategic advice to the Ministry of Health on the financial implications of decisions regarding programs for HIV, Malaria, TB, and other diseases.

The Program Manager will lead quantification and mapping of funding needs and available resources, helping the government make health financing policy decisions through targeted use of data. Innovative mechanisms for generating revenue will also be explored, in order to help government raise additional funds. The Program Manager will lead a team that works closely with senior leaders in the Ministry of Health and the Ministry of Finance as well as donors, NGOs, and civil society organizations.

Responsibilities:
Manage and provide robust strategic and analytical programmatic support to the government, actively participate in structuring the analytical approach, problem solving, and providing technical support to the government in various forms:
  • Manage development of quantitative models to assess opportunities for improved efficiency and effectiveness of health interventions;
  • Lead development of new mechanisms for government to generate revenue for health, projecting potential income and assessing feasibility
  • Draft policy memos to inform government, external stakeholders on health financing challenges and opportunities
  • Facilitate meetings with government and external stakeholders to drive operational and policy changes based on analysis of financing scenarios;
  • Develop and deliver presentations to help senior government leaders make strategic health financing decisions;
  • Track available resources against the country’s financial needs
  • Manage highly-motivated and analytical individuals, enabling high performance and professional growth
  • Drive internal strategic planning and coordinating activities, communication, and deliverables within the global team and across several country teams
  • Manage communication and reporting requirements for program donors

Qualifications:
  • Master’s degree from a well-recognized, high-calibre university in a relevant field
  • Minimum five years of experience in a private or public sector enterprise, with increasing levels of responsibility and experience managing other individuals
  • Strong program management experience including managing and recruiting teams, developing and executing budgets, creating and implementing work plans, and monitoring both program and staff performance
  • Very strong quantitative skills, including experiencing developing and analyzing financial models
    • Ability to identify key trends from complex datasets and translate them into actionable options for government leaders
  • Excellent verbal, visual and written communication skills
  • Natural ability to build strategic relationships and interact with individuals of different backgrounds
  • English language fluency, both written and verbal
  • Excellent organizational and problem-solving skills
  • Ability to think strategically about long-term program objectives and the detailed steps necessary to achieve them.
  • Ability to multi-task and work effectively in fast-paced, high-pressure situations
    • Tenacity and the ability to independently develop solutions to complex problems
  • Ability to work independently on complex projects and solve challenging problems with limited structural or operational support
  • Advanced proficiency with MS Excel and PowerPoint
Advantages:
  • Work experience in management consulting, finance and similar private enterprises, or in economics and public-sector financing
  • Knowledge of or experience with the Global Fund proposal development process as well as other donor funding mechanisms (e.g., IHP, SWAp, HIPC funds,)
  • Experience working in developing countries, particularly in the health sector
  • Knowledge, experience and interest in innovative financing approaches for developing countries
  • Experience with or interest in shaping national health policy decisions.
