Objectives
Development Objective of the CCC Programme
  • Support the enhancement of selected municipalities, including those in Beira, Nacala and Maputo metropolitan area for sustainable resilience to weather-related environmental threats

Specific Objective of the CD Program
  • The National Administration of Water and Sanitation Infrastructure (AIAS) and the selected municipalities of the coastal cities of Beira and Nacala. Within their mandate, are able to act on climate variability.
Description of the CD Programme
The CD Programme has been developed through a process of analysis and capacity assessment of the various institutions involved. The assessment was conducted through field visits, interviews, and a consultation workshop with participation of representatives from the key institutions involved.
The CD Programme will provide advice and technical assistance to AIAS in achieving the immediate objective: “to contribute to developing adaptive capacity within the organizational culture of AIAS and the municipalities of Beira and Nacala”.
The specific objective of the NDF support is that the AIAS and the selected municipalities of the coastal cities of Maputo, Beira and Nacala, within their mandate, are able to act on climate variability.
The CD Programme will finance a number of capacity building activities (including: up‐date and
up‐grade of information and data systems, methodological manuals, training courses, peer to peer learning, etc.) strengthening AIAS and the municipalities’ human resources. The Programme will also address the coordination mechanism and interchange of information between AIAS, municipalities, and relevant institutions (e.g. INAM, CENACARTA, INGC and MICOA).
The CD Program will support the strengthening of the existing Autonomous Sanitation Services (ASS) at the municipality of Beira and will support the establishment of the ASS in the municipality of Nacala. The support will also finance a number of technical studies, revise norms and standards, develop downscaling of regional climate models, provide training and capacity development, and finance necessary equipment for the municipalities of Beira and Nacala.

Objective of the services
These ToR focuses on providing overall technical assistance to the implementation of the NDF CD Programme in order to achieve the results as described in section 4 of this ToR. 2 OBJECTIVE OF SERVICES
The overall objective of the Consultant’s assignment is to provide advice and technical assistance to AIAS in achieving the immediate objective of the CD Programme: to contribute to developing adaptive capacity within the organizational culture of AIAS and the municipalities of Maputo, Beira and Nacala.
The Consultant shall assist the management of AIAS in building climate change adaptation capacity into the organizational culture of AIAS, CRA and DNA to fulfill their statutory mission in providing assistance to the municipalities for the creation of sustainable drainage and sanitation management systems.
The technical capacity of AIAS, DNA and the municipalities is to be strengthened on urban storm water management, in particular flood and erosion control adaptation measures. Capacity development including training of relevant AIAS and municipal level staff is a key element of the Consultant’s assignment. The Consultant will also support well targeted training opportunities allowing the technical team of AIAS, CRA, DNA and municipality staff to have access to knowledge developed in other regions.
It should be noted that the consultant (and any staff to this assignment) would not be eligible to be awarded other contracts under the NDF CD Programme as the consultant or as part of a consortium or joint venture, or as sub‐consultant, for other consultancies or suppliers for deliveries of goods.

Position 1 Team Leader
Minimum qualifications:
  • Post graduate degree ( Master or PhD) in Engineering, Wastewater Management, Sanitation, Environmental,  Engineering, Hydrology or similar.
  • Undergraduate degree (BSc or BEng) in Engineering.
  • At least 15 years of professional working experience and at least 10 years of specifically relevant experience working on adaptation to climate change in the water and sanitation sector.
  • The ideal candidate must  demonstrate strong leadership experience and ability to manage interdisciplinary teams, and communicate effectively.
  • English and Portuguese language proficiency is essential for the assignment.
  • The proposed specialist must be familiar with the local context and working experience in developing countries.
Duration of Services
This consultancy is expected to commence by October 2015 and will be implemented over a period of three years ( 36 months).
