Team leader/ Rural Development Expert

Project Title:  Mid-Term Evaluation of the Programme: "ACCELERATE PROGRESS TOWARDS MILLENIUM DEVELOPMENT GOAL 1C" (MDG1.C Programme)
Qualification and skills:
  • Master in Rural Development, Agricultural Economics or a relevant, directly related discipline.
  • Fluency in English with strong ability to write and edit documents in English is a prerequisite;
  • Knowledge of Portuguese.
  • Country knowledge (previous assignments conducted in Mozambique) will be a strong asset.
Professional experience:
  • At least 12 years of relevant professional experience in rural development and food security and nutrition, with a minimum of 6 years in developing countries, preferably within Sub-Saharan Africa;
  • Must possess proven experience in identification and formulation, review and evaluation of development programmes, preferably EDF funded and/or UN implemented interventions;
  • The expert must have extensive specific experience related to the assignment, in particular with rural development programmes implemented by the public and private sector in cooperation with CBO's and direct beneficiaries;
  • Experience with private sector development (especially CBO's, Farmers Organizations, SMES) and small scale rural infrastructure development would be an advantage;
  • Previous engagement as a long term Technical Assistance team leader for a comparable development programme within the Sub-Saharan Africa would be a distinct advantage.
Expertise:
  • Expertise in food security and nutrition, production and productivity/value chain related to agriculture (plant production and animal health & husbandry) and fisheries, local economic development with CBO's and Farmers organizations, private sector promotion with focus on micro small and medium size enterprises, rural infrastructure development, institutional development, public administration, decentralization, etc… must be provided within the expert team in view of producing the service and deliverables stated under 2.3.
  • Expert must have excellent knowledge and (preferably practical working) experience with EDF procedures and Rome-based UN agencies implementation modalities.
  • Excellent writing, editing and communicational skills. If the team proves unable to meet the level of quality required for drafting the report, the consulting firm will provide, at no additional cost to the Commission, an immediate technical support to the team to meet the required standards.
