Purpose of the Position
The incumbent is accountable for: (1) coordination role among governments, health partners and donor, (2) leadership support to national and districts government and civil society, (3) resource mobilization and networking with donors and private sectors, (4) implementing performance based management and accountability system, (5) professional technical contribution to project design, planning, administration, implementation, monitoring and evaluation of country office Maternal and New-Born Health (MNH) programme.
Key Expected Results
- Regular and timely, technical and programmatic coordination and collaboration meetings conducted among various departments in Ministry of health, other ministerial, implementing partners, donors and Civil Society Network for effective programme and project design, implementation, management and evaluation. Quality contributions are made to the development and implementation of integrated MNH strategies and approaches through this coordination and collaboration.
- Leadership support is provided through a wide range of international experiences in maternal and Newborn care, and global and regional best practices and game changing strategies to ministry of health, local government and implementing partners and Civil Society Network for in quality Maternal and Newborn care.
- Resource mobilization from government and donors, leveraging resources with implementing partners will be ensured to adequately fill the resource gap in delivering MNH interventions.
- Performance based management and other accountability system such as written feedback or hotline is advocated, designed and implemented through local government and civil society network for improving management accountability and quality of care.
- Technical support is provided to government and NGOs and all other partners at various stages of the project implementation, monitoring and evaluation, including capacity building of government personnel and beneficiaries. In addition, the capacities of Country Office staff are strengthened through effective capacity building support in the development, implementation and management of the Health programme and efficient communication is provided in building technical partnership with collaborative agency which can bring state-of-art information to staff.
- MNH program implementation progress is monitored and evaluated for adjustment, acceleration and improvement of program delivery and sustainability at all decentralized level through advocacy, Real Time Monitoring (MTR), etc.
Qualifications of Successful Candidate
- Advanced university degree in medicine, public health or related field, with additional training in Obstetrics and Gynecology or Pediatrics.
- Five years of relevant work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to Maternal and New-Born Health. Professional work experience in a managerial position or a technical expert position in reproductive, maternal and new-born health with familiarity in gender mainstreaming.
- Fluency in English is required. Proficiency in a second UN language is desirable.
