  1. BACKGROUND
The Ministry of Education Science and Technology with support from UNICEF is dedicated to strengthen its information management system further with regards to timely data analysis, dissemination and sharing of information especially at decentralized levels. For this task UNICEF is seeking a skilled consultant who will analyze the information management system at both national and district level. Based on best practices and gaps analysis. The consultant is expected to develop a conceptual framework around data tracking and monitoring at district level. The framework will include data collection strategy and tools, proposed methods of data presentation, analysis and utilization. Furthermore the consultant is expected to develop a capacity building plan including training and guidelines for stakeholders at central, district and zonal level.
  1. SCOPE OF WORK

Inception report: To define requirements for a tracking/monitoring system by carrying out a determinant analysis of the EMIS system at national and district level with a view to identify strategies to improve cost effectiveness, making EMIS data more user-friendly and accessible by all key stakeholders and duty bearers; The inception report should include:

A conceptual framework: Based on data gathered and analyzed a conceptual framework should enhance the realization of timely and accessible district education monitoring and tracking, improved education analysis, increased frequency and quality of information exchange and enhanced feedback loop between decentralized and central level. The specific task related to the development of a conceptual framework will be:
  4. Capacity building: Strengthen analyzing, planning and data utilization capacity of national and district EMIS officers. The specific tasks related to the capacity building will be:
  5. Final report: Develop and hand in a final report outlining the entire period of the contract and the whole scope of work undertaken; including results, challenges and lessons learnt.
  6. EDUCATION AND WORK EXPERIENCE
  7. Advanced university degree in education, data management, monitoring and evaluation, statistics analysis and/or social science;
  8. Minimum of 5 years of extensive experience and demonstrated ability in designing and establishing education management information systems at national and sub-national level.
  9. Excellent understanding of the current status and trends in terms of international education indicators, standards and targets in the context of MDGs, EFA, etc.;
  10. Competent in Education Management Information Systems and/or related database programs and other software with broad understanding of information systems and associated technology;
  11. Demonstrates, applies and shares technical knowledge to government partners,
  12. Fluency in English;
  13. Excellent analytical and writing skills;
  14. Communicates effectively, both orally and in writing, to varied audiences;
