Proposal Summary:
The Mozambique Monitoring and Evaluation Mechanism and Service (MMEMS) project will work with Mission staff and its affiliated implementing partners to improve the mission’s performance planning monitoring and reporting systems, thereby making USAID/Mozambique a more effective and adaptive development organization. MMEMS will focus its effort on systems which will enable the Mission to fulfill its performance monitoring, evaluation, reporting and dissemination requirements, and improve the overall planning, design and management of its development activities. It will do this by facilitating improved activity management and learning capacity, improved monitoring and performance data and high quality and efficient evaluation services.
Position Summary:
MSI seeks a Senior Monitoring and Evaluation Specialist to be a full-time and integral member of the technical planning team. S/he will manage the monitoring and evaluation system for the overall project and advise implementing partners in all aspects of monitoring and evaluation. S/he will coordinate the development and implementation of M&E plans and training of implementing partners, identify technical assistance needs, assist with identifying training resources as appropriate, and manage the management information system for the project.
Responsibilities:
  • Assist in the production of evaluation reports.
  • Ensure M&E reports are produced on time, technically valid, and of high quality.
  • Design the valuation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
  • Maintain the Mission’s Project Management Plan and the development and maintenance of implementing partners’ M&E Plans.
  • Work directly with mission staff and implementing partners to integrate new M&E methodologies and processes into the Mission’s M&E practice.
Qualifications:
  • Master’s in international development, economics, statistics, research methods, political science, public policy, social science or a related field is required.
  • Minimum of five (5) years of demonstrated experience in monitoring and evaluation, data analysis, and assessments.
  • Experience with evaluation methodologies, population based surveys, performance management plan development, participatory data collection methods and protocols.
  • Knowledge of, and experience with, data quality verification techniques for large development projects.
  • Spoken and written ability in both English and Portuguese is required.
