Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) opened an office in Bangui, Central African Republic, in early 2014 following large-scale displacement and a developing humanitarian crisis. IOM CAR has been contributing to promoting inter-communal dialogue, economic recovery and social cohesion in highly volatile areas of the country, and will now expand to cover additional areas throughout the country. The Community Stabilization programme includes three main components, which aim at fostering continuous pacific cohabitation, interaction and rehabilitation of local economies, as follows:

1. Cash for Work activities focusing on inclusion of ‘youth-at-risk’ and other vulnerable community members in close coordination with local authorities and civil society;
2. Rehabilitation of community-based infrastructure in coordination with the humanitarian cluster system and relevant ministries/authorities;
3. Social cohesion and recreational activities in partnership with local associations, NGO’s, neighborhood groups etc.

Under the direct supervision of the Project Coordinator and the overall supervision of the Chief of Mission, as well as in close coordination with the Resource Management Officer, the Project Officer and the Heads of Sub-Offices, the successful candidate will be responsible for supporting the tracking of progress of implementation of small-grants projects in four field locations related to the implementation of the “Siriri – Community Stabilization and Early Recovery of at risk communities in CAR”- project.

Core Functions / Responsibilities:

1. Provide timely and accurate reporting on the progress of the project implementation throughout all four sub-offices, including expenditure oversight, status of contracts and other documentation.
2. Support field offices by ensuring the development of clear communication lines to avoid backlogs and delays in project implementation through communication liaison regarding administrational/logistics procedures between the relevant units.
3. Monitor project implementation progress regarding infrastructure rehabilitation projects, cash for work activities and social cohesion campaigns in the sub-offices in line with IOM rules and regulations.
4. Alert the Project Coordinator in a timely manner in case of irregularities or arising challenges both in regards to undertaken transactions and state of financial reporting.
5. Provide regular, complete and concise tracking reports of the project implementation to the Project Coordinator.
6. Contribute to regular and timely donor reporting.
7. Ensure zero tolerance for corruption or embezzlement throughout project implementation.
8. Ensure close liaison with the mission’s logistics/admin necessary and appropriate.
9. Maintain a clear and precise filing system and the ability to provide correct reporting to the Project Manager on the status of project implementation of a) infrastructure rehabilitation projects across all four field locations, b) cash for work rotations as ongoing, c) ongoing social cohesion activities, as well as related contracts and agreements.
10. Participate in interagency coordination mechanisms as necessary and required by the Project Coordinator.
11. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education:

• Master’s degree in Business Administration, International Development, Economics or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.

Experience:

• Experience in management and tracking of small grants implementation;
• Experience in field work in a challenging environment and community-based reintegration processes;
• Experience in implementing projects in fragile and post-conflict political settings;
• Strong and detailed understanding of IOM/UN project implementation procedures;
• Familiarity with IOM/UN coordination mechanism, contracts, and agreement endorsement procedures is a distinct advantage;
• Experience in developing monitoring and evaluation systems is an advantage; 
• Experience in CAR and implementation of "do no harm" based projects a distinct advantage;
• Willingness to travel up to 60% of the time to very remote and isolated field locations and work in a diverse multi-cultural environment.

Languages:
Fluency in English and French is required.
