Project Description:
The Clinical HIV/AIDS Service Strengthening Project (CHASS) RFA is anticipated to be released by USAID in March 2015 with an anticipated due date of June, 2015. Hiring of this position contingent upon a successful bid by FHI360. The CHASS project is proposed to be a five-year, $75 million HIV/AIDS project funded by USAID. The goal of the CHASS project is to support the HIV/AIDS prevention, care, support activities and improve the HIV clinical services in Mozambique
JOB SUMMARY:
The Project Director will provide vision, direction, leadership and management to the cooperative agreement. S/he will have the leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills and professional relationships to fulfill the diverse managerial and technical requirements in the program description. The position will be based in Maputo, Mozambique, and will report to the FHI 360 Mozambique Country Office.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
  • Responsible for managing the implementation of FHI 360 CHASS programs in Mozambique and ensuring achievement of project deliverables.
  • Act as liaison with USAID, government institutions, relevant private and public agencies, and other donors regarding HIV/AIDS programs and activities.
  • Manage the development of work plans, their periodic review and revision, submission to the donor, and dissemination to government partners.
  • Manage the design of subproject activities (including the preparation of budgets, implementation schedules, and evaluation criteria) and ensure the identification of appropriate staff and consultants to provide necessary technical and management assistance to implementing partners.
  • Ensure appropriate monitoring of subprojects to achieve financial, administrative, and programmatic goals.
  • Ensures that systems are in place so that each implementing agency fully complies with USAID and other donor regulations regarding implementation procedures, reporting and evaluation.
  • Manage project staffing levels and supervise project staff.
  • Serve as fiduciary of funds and signatory of bank account dedicated to FHI 360 programs and activities, in accordance with FHI’s policies and procedures.
  • Ensure production of timely and accurate program reports to FHI 360, USAID, government and other key stakeholders as required.
MENTAL AND DPHYSICAL REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of and experience with the design, management and implementation of HIV/AIDS programs.
  • Sensitivity to cultural differences and understanding of the socio-economic and political situation in Mozambique and the ethical issues surrounding HIV programming.
  • Ability to organize systems to monitor administrative as well as project results.
  • Well-developed written and oral communication skills.
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Ability to travel internationally as needed.
MINIMUM RECRUITMENT STANDARDS:
  • A Master's Degree or higher in the relevant subject area(s), preferably in Public Health,
  • International development, or Community Development, is required.
  • A Proven record of excellent management, leadership, decision-making and interpersonal skills.
  • Demonstrated international credibility as a leader on matters of children development, education and
  • Social work or on other relevant subject area in developing countries.
  • Demonstrated ability to ensure gender integration in project design, implementation and M&E
  • At least 10 years of senior level management experience on designing, implementing and managing
  • Large, complex care and support projects in developing countries.
  • At least 8 years of experience living or working in a developing country.
  • Effective English oral and written communication skills; ability to interact professionally in both
  • English and Portuguese is required.
  • Ability to navigate politically sensitive terrain and maintain constructive relationships with a diverse set of key stakeholders;
  • Demonstrated ability to think strategically and transmit his/her vision to partners and colleagues.
Job Summary / Responsibilities:
  • To support senior country management in providing management and technical oversight of funded programs to ensure that the overall project s are effectively and efficiently implemented within countries.
  • Provide overall management coordination on behalf of Regional and Country Offices (RO/CO) various support units; Information Solutions & Services (ISS), Human Resources, Procurement and Purchasing, Enterprise Operations Logistics, and Finance to ensure optimum support to country platforms that serve projects within the organizations policies, rules and regulations of government agencies and donors, and the laws of host country.
  • Oversees financial monitoring systems development and implementation.
  • Works closely with key management to ensure compliance issues addressed are properly and internal controls are in place and followed.
  • Provides training, mentoring and coaching to senior regional, country, and project support staff as they mature in their responsibilities.
  • Ensures that projects and programs receive the quality and quantity of services required from headquarters in a timely manner.
  • Provides oversight to business performance management processes, inputs, and accountabilities on behalf of regions and countries.
  • Ensures that rigorous systems are in place and that senior staff are capable of enforcement of compliance with these systems and are held accountable for this.
  • Responsible for risk management in administration and working with key management to develop risk mitigation strategies.
  • Assist the Regional and Country Directors in overall management of the RO/CO as a member of the senior leadership team.
  • Provides management and support to regional teams and country to ensure optimum support to business performance management, project implementation, budget development and tracking, and technical oversight and assistance within established policies and principles of the organizaation, the laws of host country and within the regulations and standards standards set by the donor.
  • Provides overall management support to the RO and COs to ensure optimum administrative support is provided to and across CO projects within established operational principles.
    Risks identification, registration and management across country programs and country portfolios.
  • Ensures harmonized enterprise service platforms in countries with two or more projects.
Qualifications:
• Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
• Typically requires a minimum of 10+ years with project management experience.
• Demonstrated experience in multi-sector project management and implementation.
• Demonstrated strategic planning, staff development and capacity building experience.
• Experience in budgeting, financial planning and interpreting financial reports
• Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
• Must be able to read, write, and speak fluent English; fluent in host country language.
• Experience operating in challenging environments.
• Experience working in a non-governmental organization (NGO).
Certification in project management.
Qualification in Humanitarian action and/or Project Cycle Management and/or Monitoring & Evaluation.
